f <br />Page Two <br />As Mrs. Sheets knew how upset I was with her change of building plans, she asked that we keep up <br />communication. I did just that. After a restless night, I phoned her the next morning to tell her that <br />I was going to check the building code regarding fences. I was hoping that a cement block wall as <br />she was proposing to build would not be up to code. I returned home and phoned her again to tell <br />her that there was no stipulation regarding materials used and I could not stop her from building it <br />out of block. I might add that she was very sharp and unfriendly with me with regard to both my <br />phone calls and hung up on me. <br />Upon receiving the blind copy letter from you, I felt a ray of hope. I was unaware that a Certificate <br />of Appropriateness was needed since a wooden fence already existed. If I had known this, I would <br />have contacted you. <br />I am not objecting to the erection of a fence. However, I do object to the materials proposed to be <br />used, namely, the cement blocks between properties. <br />At present, my property has a brick wall along the alley or back of my yard. I also have a brick <br />patio for the picnic area in my yard. Half way from the front portion of the back yard is the wooden <br />fence belonging to Mrs. Sheets. The building of a cement block wall would place a third type of <br />material into play. <br />I have casually mentioned the building of this fence to several friends when they visited, one of <br />whom lives in a historical home on the south side of South Bend. All stated that the wood fence <br />would be more appropriate. <br />I am hoping that you, your assistant director and the Standards and Maintenance Committee will <br />review the above. The construction of the cement wall (fence) will not just affect the property of <br />Mrs. Sheets. It will also affect the good taste of my back yard. <br />I have enclosed several pictures with captions on the reverse side. Hopefully, this will give you a <br />better perspective of the situation. <br />I am planning to attend the meeting on October 20, 2003.
