The design of <br />new construction or alteration would not require the duplication of the original <br />design and construction, but should be compatible with the existing structures aril <br />the District's defined elements of vreservation. The use of original materials or con- <br />struction techniques would be encouraged, but contemporary methods and materials <br />would be acceptable when compatible. <br />W) Conservation <br />Maintaining a District in its existing condition by placing guidelines on new construction, <br />and limiting demolition and moving. The use of contemporary methods or materials would <br />be acceptable if they are compatible with the defined elements of preservation for the District. <br />(C) ELEMENTS OF PRESERVATION <br />Defined as specific areas of preservation covered within the guidelines. The elements to <br />be defined for each Historic District, with the exception of those with Conservation <br />guidelines, are as follows: <br />I. Environment <br />A. The District Environment <br />B. The Building Site and Landscaping <br />II. Existing Structures <br />A. Building Materials <br />B. Roofs and Roofing <br />C. Windows and Doors <br />D. Entrances, Porches and Steps <br />III. New Construction <br />A. Height and Proportion <br />B. Building Materials <br />IV. Safety and Building Codes <br />A. Building Code Requirements <br />B. Access for Handicapped or Disabled Persons <br />V. General <br />(D) GUIDELINE COMPONENTS <br />Statements within the guidelines which specify the requirements and recommendations <br />for the preservation of the characteristic relationships of the various features which are <br />of significance to the appearance of the Local Historic District. <br />"Shall" is defined as an expression of something that is mandatory or must be done. <br />"Should" is defined as an expression of obligation, something that ought to be done but <br />that is open to compromise. <br />(E) GUIDELINE CATEGORIES <br />Guidelines for the District will address each of the Elements of Preservation individual- <br />ly within four divisions of classification.
