Hammond-NashXAW-k' <br />RE: 721 Lincolnway East; Report of Committee Meeting <br />and list of guideline citations <br />The Standards & Maintenance Committee met at the home of Jim Burke, 721 Lincolnway <br />East, Edgewater Place Local Historic District, to discuss and attempt to reach a decision regarding <br />the proposed second story exterior hot tub, deck, and hand rail proposed for the Lincolnway side <br />of that residence. <br />After extensive discussion with the homeowner, and among the members of the committee, <br />Mr. Burke requested that his application be amended to read as follows: <br />To take trellis down; lower hot tub [to a point at which the bottom of the tub is <br />about 5 to 6 feet above the level of the floor of the walled garden, and the top of the <br />tub is about a foot below the level of the wall], and to install a second story deck <br />around the hot tub, with a hand/guard rail that would extend three feet above the wall, <br />and which would have 1 %2 by 1 %2 vertical rails between handrail and deck with 1" <br />spaces between, following the octagonal outline of new deck and the rectangular - <br />outline of the deck that was built in 2001. There would also be a step between the two <br />second story decks, and a wooden stair up to them, in addition to the spiral stair <br />approved in 2001. <br />The Standards and Maintenance Committee, by a vote of four to zero, voted to return this <br />matter back to the full Historic Preservation Commission for final decision, sending it back to the <br />Commission with a favorable recommendation. Although the recommendation is favorable, <br />committee members retained reservations regarding the project that led them to believe that the <br />full HPC should reconsider it. <br />Martha Choitz has asked me to list the sections of the Edgewater District Guidelines that <br />- - are applicable to this case. <br />First, of course, are the general provisions that guide the manner in which all other <br />provisions ought to be interpreted. The preservation guidelines selected by the Edgewater Place <br />Local Historic District are Rehabilitation. See the very bottom of page 24, in the 2003 edition of <br />the guideline book. Rehabilitation is a stricter standard than conservation, but not as strict as <br />restoration. <br />
