JOHN OXIAN: Why don't we combine both 2002-0916-1 and 2003-0916-2 together?
STEVE BENCZIK: I work for the Troyer Group in Mishawaka. I am here representing the city
of South Bend. Riverside Trail covers both C of A 2003-0916-1 and 2003-0916-2.
The first one is Birdseye Trail which starts at the Angela Street Bridge and proceeds
westward to Keller Park. The first C of A for Angela Street Bridge, we submitted along with our
certificate of appropriateness a map or plan that showed we are basically tying into the sidewalk
adjacent to the Angela Street Bridge. We are doing nothing to the structure of the bridge other
than tying in with the sidewalk that is attached to it.
The second one is a crossing that goes across the railroad track that eventually goes over
the railroad trestle. We know that the railroad trestle is an historic landmark, and we did not
touch the trestle itself; we stayed on landi and we are just going to put a
pedestrian grave crossing at the railroad, so that bicycles and pedestrians can cross over that
without going over the tracks.
MARY JANE CHASE: Asked about parking and lighting.
STEVE BENCZIK: As far as parking goes, refer to the map attached to the C of A, straight up
on top of the page, NODE "A", or straight across the street on Riverside is what we call a trail
head, it is going to have some restrooms and it will have some parking there. People will be able
to park at that area and utilize the trail and the restrooms.
MARY JANE CHASE: Is that private property?
STEVE BENCZIK: . All of that property is owned by the city; we just verified that last week.
As far as lighting goes, there currently is some existing lighting along there on wooden
poles. Some of those lights will be relocated and some of them will be kept in place. We are
going to be adding some lights where the lighting is not sufficient along the trail. There are quite
a few overhead lights now that we are utilizing as part of the trail.
STEVE BENCZIK: We are not doing anything with the bridge. That is the county's project.
We are just attaching the trail to the sidewalk.
GERALD UJDAK:'I will make a motion that C of A 2003-0916-1 and 2003-0916-2 be
approved as described.
JOANN SPORLEDER: Seconds the motion and it passes unanimously.
JOHN OXIAN: Noted that three commission members arrived late at the meeting, Joann
Sporleder, Catherine Hostetler, Lynn Patrick).
3. 2003-0918; J.M. Studebaker Building, 106 North Main Street;
awning.
KAREN HAMMOND-NASH: (See staff report attached to C of A).
2
