Third STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />October 18, 2002 <br />Application Number: 2002-0603--1230 <br />Property Location: 411 West North Shore Drive, South Bend. <br />Property Owner: Lucy & Bob Jones <br />Landmark or District Designation: Local Historic District — West North Shore Drive <br />Rating: Contributing -10 <br />The homeowners, Lucy and Bob Jones, submitted an Application June 3, and the HPC <br />granted it, as applied for, with certain conditions, June 18, 2002. In the process of construction, <br />matters arose which made it advisable to replace all the existing aluminum siding on the house, <br />and to simultaneously take the opportunity either to restore original detail, or to install new <br />architectural detail that would resemble the original more closely than the existing. Much <br />original detail was covered when the house was aluminum sided. Additionally, the owners <br />sought to install more modern ventilation, which is needed to accommodate the modern heating <br />and insulation now in the house. <br />This third matter concerns an alteration to the roof, by the addition of a new skylight, <br />the purpose of which is to provide more head room (as well as natural light) at the top of a <br />stairway to the attic. <br />Page 20 of the Guideline Booklet for the West North Shore Drive Local Historic <br />District provides under the heading "Permitted: Keep the original shape of the roof. Retain the <br />original roofing material...." and under the heading "Prohibited; Do not add, remove, or alter <br />— _ - features which will change its character or the architectural character of the house." <br />Since the proposed skylight is out of view of the front of the house, and mostly out <br />of view from both sides of the house, and since the original profile and material of the roof <br />are retained, staff recommends approval of this new request for a skylight. <br />
