from them their proposals as to what they recommend for our department. When I receive their
response to our budget proposal I will get a copy of it to Catherine.
D. STAFF REPORTS: C. of A. Approvals; Correspondence; Guideline
Booklets; enforcement action regarding removal of trees or fixtures
from several local cemeteries; US 31 coordination report; South
Michigan Street City Plan suggestions; variance petition of Burke
Building at 1019 Michigan Street.
KAREN HAMMOND -NASH: For C. of A. approvals there have been in -kind roof approvals
for removing asphalt shingles and replacing identical or essential identical asphalt shingles. Two
of those were on Wayne Street and one was on Edgewater. The significant correspondence was
either included in your meeting packets or passed out to you this evening.
Guideline Booklets are in the process of being printed and bound as we speak. One of
the papers passed out to you tonight is a copy of the printing invoice for these Guideline
Booklets. The $3,158.00 dollars for the printing is for a portion of the total job. I requested an
additional one hundred covers in order to make the number of books adequate to accommodate
the new homeowners in some of the larger districts, which is an additional $90.00.
Regarding the removal of trees or fixtures from local cemeteries there is no significant
news or progress on Clay Township Cemetery. Regarding the German Township Cemetery:
apparently Bernadin Lockmueller did (eventually!) get a letter to the Historic Pieservation
Commission, a couple years ago, seeking permission to build the sidewalkand retaining wall by
the German Township Cemetery. Rhonda sent them a letter saying that HPC had no problem
with the project. Apparently the only entity that Bernadin Lockmueller failed to contact was the
German Township Trustee. They mistakenly contacted the South Bend Mayor instead. So we
are actually without recourse, there being a letter from our previous director approving the
project. John and I have discussed this somewhat and have agreed that in the future there
probably ought to be a HPC approval at a monthly meeting, as well as a letter of approval from
the director if such a question should arise again.
Concerning the US 31 coordination report: You have in your packets a letter from
Martha Choitz regarding hef synthesis of the report. As Mr. Sporleder stated earlier we have
thirty days from last Wednesday to get any comments in. Actually, however, the time is
probably shorter than that; because, within about a week and a half INDOT is going to be
narrowing down their list of proposals. If there is a proposal that we want definitely eliminated
or included in the list, we probably have about four or five days to get it into them. So if the
commission wants to express their comments and have them be effective, this is the meeting
where you need to make up your mind what you want us to say and who you want to say it to.
JOHN OXIAN: I would like for someone to make a motion that Martha's letter and Julie's
report be sent into the State Department of Transportation as our proposal.
KAREN HAMMOND -NASH: I only have one other item under staff reports to comment on and
that is to let the Standards and Maintenance Committee know that there is a code enforcement
hearing regarding 531 South St. Joseph Street, at 1:30 on Thursday. Staff will be attending.
Then on Thursday the 21 at 4:00, the owner of the Burke building, which is a landmark
building, located at 1019 South Michigan is going before the zoning board to petition for a
variance. They are seeking the following:
