JOHN OXIAN: The Woolman House, located at 409 Lincoln Way West, will be coming up on
the agenda next month.
This is a brick house that has been boarded up. It is a house where very little has been
done to change the exterior of the house. It is one of the brick houses in that area which is quite
unique.
Being on the Lincoln Way West Steering Committee, and also being Chairman of the
Land Use Committee, and working with Jeff Gibney, as the chairman, we felt that this is a house
that should be declared a landmark, so that it can be preserved and not torn down. Right now
this property is in the hands of an absentee landlord who is not too keen on preserving things.
The other reason I am doing this is because last time he did the same thing to a house on
Harrison Street. When I made the house on Harrison Street into a landmark, we saved not only
the cement block house, which is unique; but, also another house in which the landlord bailed out
and ended up giving the house to South Bend Heritage.
III. A. APPROVAL OF MINUTES (July)
KAREN HAMMOND -NASH: Regarding the approval of the minutes, as the commission is
aware the July minutes were extremely lengthy and complex and they are still in the process of
"tieing completed, and hopefully will be available for approval next month.
B. LEGAL REPORT
JOHN LIVINGSTON: Informed the commission that he should have an answer soon about the
Madison School Project.
JOHN OXIAN: Asked if there had been anything new done about the window situation with
Madison School.
JOHN LIVINGSTON: Stated that he did not know what else they were going to be able to do
about this situation.
TOHN OXIAN: Stated that he would like a letter to be sent to the South Bend School
Corporation stating that when they removed those windows they were in direct violation of the
C. of A. That the commission knows what happened with the windows and they do not
appreciate it.
JOHN LIVINGSTON: Informed the commission on what new updates he had regarding the case
pending against former director, Ed Talley.
There was discussion regarding the pending claims against Ed Talley. Commission
members discussed what is currently being done and what possible other avenues might be
avaiable.
C. TREASURER'S REPORT: 2004 BUDGET PROPOSAL
KAREN HAMMOND -NASH: The material for the 2004 budget proposal I put on the July
meeting agenda and it was not covered in the July meeting which is why I put it back on the
agenda. The only additional data is that the County Council and the County Commissioners
have a hearing on August 26, at 5:30, regarding budget approvals. We have not received back
1
