I would also <br />approve of a narrow wood grain vinyl siding being installed on both the front and back <br />dormers of the house. <br />CATHERINE HOSTETLER: Seconds the motion and the motion passes unanimously. <br />JOHN OXIAN: The next three Certificates of Appropriateness cannot be tabled because <br />no Certificates of Appropriateness were ever brought in for these houses. Part of the <br />project has already started so I ask that a stop work order be put on this. Work on the <br />front steps has been done and there has been removal of all kinds of vegetation without a <br />C. of A. After having talked with Karen the owner was fully aware of the fact that he <br />first needed to apply for a C. of A. before any work could be started on these houses. <br />JOHN OXIAN: The next two C. of A.'s are 2002-1118-1 and 2002-1118-2. Both of <br />these properties are owned by Jeff Berndt. <br />KAREN HAMMOND-NASH: Since these two C. of A.'s were received this morning I <br />have not had an opportunity to write a staff report for them; however, I can state that the <br />standards in general for landmark houses suggests that front yard areas shall not be paved <br />or graveled for parking. The proposal, however, here is for the back yard instead. So, <br />therefore, I don't understand how specifically it would be covered by the standards for <br />landmarks. <br />JOHN OXIAN: Is this parking going to be where a former garage was? <br />JEFF BERNDT: Actually, there was probably a carriage house possibly and/or a garage <br />at one point in time. That's the third house on that same site, so there are multiple <br />foundations across that back yard. <br />JOHN OXIAN: So this property is considered Zone B, residential, which means you can <br />put in parking. <br />JEFF BERNDT: Now that the commercial building on the corner is fully occupied again <br />and the duplexes, triplexes, and quads are almost at full capacity, parking is a premium. <br />JOHN OXIAN: Will the city Building Department allow you to have this parking lot? <br />JEFF BERNDT: Yes, as long as it is a minimal amount of parking space. Since the <br />property is Zoned B residential I would have to leave at least two parking spaces for the <br />above tenant and two for myself. So the maximum I am allowed to have is four parking <br />spaces. <br />A brief discussion was then held between commission members and Mr. Brendt; <br />whereas, commission members continued to ask Mr. Brendt more detailed questions <br />about his plans for his proposed parking lot. <br />
