The back yard between us and our neighbors to the west we were planning on <br />installing a four foot fence that would match their four foot fence. There would also be a <br />four foot fence along the driveway to the north. The only section of fence that would be <br />five foot would be to the south along Esther Street. The reason we decided that we <br />wanted a five foot section along Esther Street was we felt that a four foot fence did not <br />provide enough protection against someone trying to take the children out of the back <br />yard. <br />John Oxian then made a suggestion that Mr. Hinchcliffe should install a four -and -a - <br />half foot fence all the way around his property instead. Mr. Hinchcliffe was not opposed <br />to this proposal. <br />Further discussion was then held among commission members and Mr. Hinchcliffe <br />about what would be the appropriate height and length of the fence that is to be installed <br />on his property considering the guidelines for the historic district. <br />JOHN OXIAN: I will make a motion to approve the fence that Mr. Hinchcliffe proposes <br />to install. The fence is to go all the way across the south extension and the extension is to <br />remain inside. The fence will also be installed four feet back from Esther Street and go <br />all the way down to the north and then it will go across and up. I also recommend that <br />that the fence is four -and -a -half feet high and be subject to a variance and that if only a <br />smaller area would be allowed by the variance that it still would be approved. <br />CATHERINE HOSTETLER: Seconds the motion and the motion carries unanimously. <br />JOHN OXIAN: I would also like to make another motion that the reconstruction of the <br />damaged pergola behind the house be approved by authorization from staff approval for <br />whenever the plan is submitted. <br />JOANN SPORLEDER: Seconds the motion and the motion carries unanimously. <br />2. 2002-0409; 630 Carroll Street; build new garage. <br />KAREN HAMMOND-NASH: The 1979 district survey shows a driveway next to this <br />house and the house has no garage. The Mitchems own Birdsell Lot #16, on which the <br />house is located, and also the adjacent lots #17 and #18. They seek to build a two -car <br />garage about twelve feet from their house, on the line between lots 16 and 17, and mostly <br />on lot 17, set back eight feet behind the front line of the house. <br />If well done, this could be a good thing, as it would reduce the number of cars parked <br />on the street, and result in a less cluttered streetscape. <br />Staff recommends approval, with the following conditions: <br />1. That the garage be situated as drawn, at least eight feet behind the front line of <br />the house. <br />2. That the garage be sided with a siding material of the same dimensions as the <br />siding that is on the house. <br />3. That the roof be a hipped roof, with a slope of 3-12 or 4-12, similar to the <br />shallow slope of the house roof. <br />3 <br />
