KAREN HAMMOND-NASH: Was filed April 17, 2002. The property is located at
1012 Riverside Drive. These applicants are here. Does the Chair wish me to waive the
history? Proceeding straight to the recommendation. First the proposed eight foot long
and six foot high privacy fence; while it does not extend beyond the property set -back
and is as un -obnoxious as a privacy fence can be; it still is not the kind of fence that
historically would have been found near this sort of building. More importantly, it could
impact upon a neighbor's ability to walk around the garage or possibly to maintain a
garage. Staff therefore is reluctantly unable to recommend approval of the fence.
Second matter is a system of steps between the upper and lower terraces behind the
house. I have enclosed the details from the application with the packets given to the
Commission. These steps appear to be well planned, historically appropriate, and will
enhance the property. Staff recommends approval of the landscaping as applied for.
JOHN OXIAN: I will divide this up into two parts.
MIKE KEEN: What we want to do is put together a privacy fence. Our property is
running right along the neighbor's property; and when we sit in our back patio; the
neighbors' car is basically parked practically on our property when they open their door.
The door opens onto our property when they get out of their car. They step onto our
property. This has never been a problem for either one of us; because, we work together
and we understand that; and they also understand that this is something that wouldn't
have been allowed. These houses this close together encourage only codes. But, that's
not a problem for either one of us. But, we did want to have some privacy between the
two and that's why were asking for this kind of fence. If there is some other kind of
fence; we can get some advice from the commission and you the staff for other
recommendations we would be happy to receive that advice. Our neighbors have told us
that they have no problem with the fence. We have discussed the fence with them. We
need to get a letter and bring that in; if that's the reason to tip the staff into
recommending for the fence. The neighbors have no problem with the fence so we can
document that.
Discussion was held as to where and what type of privacy fence should be installed in
this area between Mr. Keen's house and his neighbor's house.
JOHN OXIAN: I will make a motion that a five foot high Villager -2- Fence be installed
in the location as proposed in the C. of A.
JOANN SPORLEDER: I seconded the motion
KAREN-HAMMOND NASH: Did you also want to include the approval for the steps
between the terraces with this motion?
2
