STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFIATE OF APPROPRIATENESS <br />Application Number: 2002-0104 <br />Property Location: 532 & 534 Carroll Street <br />Property Owner: Domus Properties; Mark Kramer <br />Landmark or District Designation: Local Historic District — Taylor's Field <br />Rating: S-11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />From 1982 until 1992, Southhold Heritage Foundation owned this property. In 1992 it <br />was transferred to Nigel Hawman, and sold to Domus Properties in 1995. <br />Various well-to-do business owners bought and sold this property between 1872, when it <br />was platted, and 1920. In 1920, Mr. and Mrs. Hillier had the then -existing house torn down, and <br />had the present structure built, designed by the architecture firm of Wandell & McErlain. The <br />Hillier's daughter, Edith H. Kreighbaum, and her husband, Hiram C. Kreighbaum, lived there <br />from 1921 to 1929. Following the deaths of Hiram and of Edith's mother in 1928 and 1929, <br />Edith and her siblings sold the property to Joseph Burke, who used it as rental property. The <br />Webster family bought it, and also used it as a rental property, from 1979 until Southold Heritage <br />Foundation acquired it. <br />The house is a large duplex, with a symmetrical shape, and with some neoclassical <br />elements (grouped Doric porch columns, strong horizontal lines, double front gable returns), and <br />some Free Classic or Queen Ann styling (projecting side gables, corbelled chimney, complex <br />roof line, exposed rafters, open soffit in main roof). <br />(1) Staff has already staff -approved those Application items, which fall within our authority <br />to approve. These include: (1) In-kind roof replacement; (2) In-kind roof gutter and <br />downspout replacement; (3) In-kind replacement of damaged or missing cedar shake <br />siding. <br />(2) The soffit and fascia will also require repair or replacement. The soffit and fascia board <br />are key design elements for this house. While repair or replacement may well be <br />necessary, staff recommends that the character defining elements of the original <br />appearance of the soffit and fascia be retained. The contractor, Rick's Home <br />Improvement, is researching what may be best, and intends to bring samples to the <br />
