STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0511 <br />Property Location: 709 Riverside <br />Property Owner: Deanna Dickerson <br />Landmark or District Designation: LHD-RB <br />Rating: S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Prairie Style house was built in 1913 by prominent local developers Seth <br />Hammond & Leslie Whitcomb as a rental. They leased the property to various tenants <br />until 1920 when it was sold to LaRue and Louise Smith. Mr. Smith was the president of <br />the Smith -Monroe Company and the first owner to reside in this house. The Smith's <br />lived here until 1931 when they moved to Cedar Street and converted the house back into <br />a rental. Joan Smith -Martin, LaRue's daughter, sold the property in 1961 to James Ieraci, <br />an agent with State Farm Insurance. He owned the property until 1977 when he sold it to <br />Robert and Charles Nelson who continued to use the house as a rental, selling it in 2001 <br />to Deanna Dickerson. <br />RECOMMENDATION <br />The Preservation Guidelines for the River Bend Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to demolish a 6'x9' rear porch and construct in its <br />place a 12'x14' wood deck. The owner is also applying to demolish an existing <br />deteriorated garage with attached shed and replace it with a new 24'x24'; two stall <br />garage. <br />The existing rear porch is an obvious addition that was poorly constructed, it is in <br />disrepair and should be removed and the underlying stucco walls repaired where <br />damaged by demolition. The new deck will be 12'x14' and located at the rear of the <br />house using treated wood. The railings will be made of treated 2x2's 4" on center with a <br />treated 2x6 rail vertically and a 2x6 on the flat to cover the tops of the 2x2 balusters and <br />support posts. The steps will be made of treated 2x 8's and 2x 12's and an aluminum <br />screen camouflaged by wood lattice will surround the bottom of the deck. The staff finds <br />
