STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001-0705 <br />Property Location: 624 S. St. Joseph <br />Property Owner: People Encouraging People <br />Landmark or District Designation: LHD-TF <br />Rating: S/11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was constructed in 1922 for Louis and Dora_ Kaufman. The <br />Kaufman's resided at this address until 1931 when it was sold to David and Florence <br />Gross. Mr. Gross owned the house for ten years, selling it in 1940 to Kurt Simon, a <br />salesman for Simon Brothers Wholesale Grocery. Mr. Simon resided here until 1964 <br />when he sold the property to Verna Morgan, who was the manager of the Restmore <br />Hotel. In 1973, the house was given to its present owner, the First Presbyterian Church <br />of South Bend, who transferred the title to their affiliate, People Encouraging People Inc., <br />in 1983. <br />RECOMMENDATION <br />The Preservation Guidelines for the Taylor's Field Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting four projects, an ADA accessible ramp, a fire escape, <br />step and sidewalk replacement and door replacement. <br />The current owners have leased the house to the Holy Cross Senior Resource <br />Center who wants to convert the property into a safe house for senior citizens. In order to <br />do this the building must be ADA compliant and must have a fire escape for the second <br />story. <br />1). The proposed wood ramp would require the removal of a portion of the <br />side of the front porch. This removal of the side brick from the front porch would <br />not affect the appearance of the porch from the front and all the brick removed <br />would be stored incase the ramp was ever removed. The ramp would have a <br />4'x4' platform with a 4' wide ramp that runs 30' in length. It would also have <br />standard wood railing. <br />
