property, including fencing. Mr. Sheets submitted an application for this fence
which was received by our office on November 16, 2000.
Mr. Sheets has applied for permits from our department in the past for
various properties located within the Edgewater Place District; however, it is
unknown whether Mr. Sheets was aware that this particular property was within
the district boundaries.
The guidelines for Edgewater Place state the following: "Front yard areas
shall not be fenced, with the exception of properties along Lincolnway East, which
may be fenced, but not enclosed with stockade -type fencing". It also states "New site
work should be appropriate to existing surrounding site elements in scale, type and
appearance." The few properties along Lincolnway East to fence in their front yards
have used chain link.
The staff finds the fencing of this front yard to be with in the guidelines,
however, the staff would urge the owner and the Commission to find an alternative
form of fencing. The existing rope and post fence may be nautical in theme, but is
out of place in front of a turn -of -the -century Queen Ann style house. The staff is
recommending that the application be placed into the Standards and Maintenance
Committee to allow the exploration of other fence options with the owner.
2
