INSPECTOR SERVICES CONTRACT <br />The Historic Preservation Commission of South Bend and St. Joseph County (hereafter <br />"HPC") and the South Bend Heritage Foundation (hereafter "Heritage") hereby enter into this <br />Contract for the temporary use of an employee of Heritage to perform inspection services on behalf <br />of the HPC, which Contract is as follows: <br />WHEREAS, Heritage and HPC have a common objective to preserve and protect historic <br />structures in South Bend, St. Joseph County, Indiana; and <br />WHEREAS, Heritage is willing to allow HPC to use the services of a Heritage employee to <br />perform certain tasks related to inspection of historic landmarks and historic districts; and <br />WHEREAS, HPC is willing to pay Heritage for the services of Heritage's employee; <br />NOW, THEREFORE, in consideration of the mutual benefit derived by both parties from <br />this Contract and in further consideration of the mutual promises herein contained, the parties hereby <br />agree as follows: <br />1. Heritage will provide HPC with an employee to perform the following services for <br />HPC on an as needed basis: <br />Inspect all Local Landmarks and Historic Districts on a regular basis <br />looking for any unauthorized alterations, repairs, removals and <br />additions, which involve all buildings, structures as well as natural <br />and man made landscape items. Inspect properties that have received <br />a Certificate of Appropriateness to ensure that the work being done <br />complies with what was approved. Assist, when needed, the <br />Commission Staff in reviewing new applications for permits. Contact <br />the Building Department to have stop work orders placed on any <br />violating projects. Document all violations, both in written <br />description and with photographs and submit to the Assistant Director <br />for processing. Keep complete records of all findings. Inspect all <br />designated properties for compliance with HPC's minimum <br />maintenance standards. discuss violators with HPC Staff after which, <br />if necessary, turn violators over to Code Enforcement. Attend Code <br />Enforcement meetings, which pertain to designated properties. <br />-Attend HPC meetings when needed. <br />2. HPC will pay Heritage the sum of twenty dollars ($20.00) per hour for each hour or <br />fractional part of an hour that Heritage's employee provides the designated services for HPC, and <br />HPC will require Heritage's employee to maintain a time log of all services rendered for and on <br />behalf of HPC. Payments by HPC to Heritage for Heritage's employee services shall be made on <br />a bi-weekly basis. <br />
