138 would also mention that any addition of more snow may increase the potential for the <br />139 wall to fall. <br />140 <br />141 RICHARD MORRISON: You are asking for immediate demolition, is that correct? <br />142 <br />143 KATHY DAVIS: Yes, sir. <br />144 <br />145 JOANN SPORLEDER: You are saying that under the current weight of the snow <br />146 the roof has collapsed? <br />147 <br />148 KATHY DAVIS: Yes, we do have collapse of the roof. <br />149 <br />150 JOANN SPORLEDER: The roof has collapsed since the recommendation of the <br />151 staff was written? <br />152 <br />153 KATHY DAVIS: We have had concerns that a portion of the roof had collapsed prior <br />154 to our demolition hearing back in November of 2000. However, by now we most <br />155 certainly do have collapse and you can see in the pictures where the roof has collapsed <br />156 and kicked out the west wall. There are other portions of the siding that has been <br />157 removed that expose deteriorating wood siding. Even if we had not had a demolition <br />158 hearing on this property had I gone out and inspected this structure I would have <br />159 immediately ordered an emergency demolition order for the building based on its current <br />160 condition. We do have some strong concerns regarding the condition it is in today. <br />161 <br />162 JOANN SPORLEDER: Who pays for the demolition? <br />163 <br />164 KATHY DAVIS: The City fronts the money and then seeks the cost form the record <br />165 owner. <br />166 <br />167 JOHN OXIAN: This building along with the house were the first landmarks this <br />168 Commission ever designated because it is the oldest house and the oldest commercial <br />169 structure in the city that still stand. <br />170 <br />171 RICHARD MORRISON: I move to approve application 2000-1130 for the <br />172 demolition of 406 West Madison per the recommendations given by South Bend Code <br />173 Enforcement. <br />174 <br />175 JOANN SPORLEDER: I second the motion. <br />176 <br />177 RICHARD HELMUS: We do not have any other estimates other then those given <br />178 by Code? <br />179 <br />180 JOHN OXIAN: That is correct and that is why we are asking that the application be <br />181 tabled for a month to allow our own inspector to put together figures. <br />182 <br />183 After due consideration, the following action was taken: <br />4 <br />
