144 4. 2001 -0705, 624 South Saint Joseph Street, ADA accessible ramp, fire 145 escape, steps, sidewalk and door replacement. 146 147 Rhonda Saunders read the project description and staff recommendation for part (1) of the 148 Application. 149 150 JOHN OXIAN asked for clarification as to why the ramp is proposed for the left side of the 151 house, when the front door is on the right. 152 153 JUDITH RICE, a representative of PEOPLE ENCOURAGING PEOPLE, an affiliate of 154 FIRST PRESBYTERIAN CHURCH OF SOUTH BEND, replied that it is because the door - 155 side of the house is very close to the property line, and there is not enough room for a ramp 156 there. 157 158 MARTHA CHOITZ asked whether the ramp will require a new curb cut, and was told that it 159 will. She also asked for more information about the type and style of railings to be used. 160 161 JOANN SPORLEDER expressed concern that the drawing submitted by the Contractor, 162 MAJORITY BUILDERS, which was a free -hand sketch, did not show a ramp grade meeting 163 ADA requirements, nor whether the end of the ramp would be accessible by car from the 164 street. 165 166 Rhonda Saunders read the project description and staff recommendation for part (2) of the 167 Application. 168 169 JOANNE SPORLEDER, MARTHA CHOITZ, AND JOHN OXIAN all emphasized the 170 absolute requirement of saving any brick, and any stone or brick sills or headers removed in 171 the process of installing either wheel chair ramps or fire escapes. 172 173 Rhonda Saunders read the third part of the project description and staff recommendation. 174 175 JOHN OXIAN said that the side door, whether wood or metal, should have the same kind of 176 panels as the front door. 177 178 JOANN SPORLEDER moved that the first portion of the Application dealing with the ADA 179 accessible ramp be referred to the HPC Standards and Maintenance Committee. 180 181 JOHN OXIAN seconded the motion, and it passed with one abstention. 182 183 RICHARD MOORRISON stated for the minutes that he was abstaining from all discussion 184 and all votes regarding this matter, or any other matters involving the petitioner, PEOPLE 185 ENCOURAGING PEOPLE, because he is presently serving on the Board for that 186 organization. 187 188 JOANN SPORLEDER moved that the second item on the Application, the fire escape, be 189 referred to the Standards and Maintenance Committee. 190 4
