96 In response to a question from the Commission, Ms. Davis said that to her knowledge, the <br />97 owner was not three months behind on property taxes, so no tax sale of the property was <br />98 imminent. This also means that the present owner will still be billed regularly for the City's <br />99 mowing of the vacant lot, as well as for the demolition, clean fill, and grading. <br />100 <br />101 RICHARD MORRISON moved that the application be approved. <br />102 <br />103 MARY JANE CHASE seconded the motion, and it carried unanimously. <br />104 <br />105 JOHN OXIAN YIELDED THE CHAIR TO CHATERINE HOSTETLER <br />106 <br />107 <br />108 3.2001 -0630, 1102 East Wayne Street, enclose screened porch by adding <br />109 windows and knee wall. <br />110 <br />111 Rhonda Saunders read the project description and staff recommendation, adding certain <br />112 information not available at the time the agenda was prepared, to wit: the windows proposed <br />113 for the top portion of the existing openings in the porch are to be double hung, one over one, <br />114 with screens. 3 /4 " vertical plywood siding is proposed for the bottom portion of the openings. <br />115 <br />116 MARY ANN HERNANDEZ, one of the homeowners, then showed the Commission a <br />117 sample of the proposed' /4" siding, painted to match the brick, of which she also brought a <br />118 sample. She said that the house windows are actually six over one, and that they will match <br />119 those if they can, and if not, will use one over one. Inside the porch are two French doors on <br />120 the North side of the house; they want to replicate or match those with a new storm and screen <br />121 door for the outside of the porch. In response to a question from John Oxian, Mrs. Hernandez <br />122 said that the screen panels are falling out frequently, and there is other interior damage. Mr. <br />123 Hernandez explained that they are trying to repair or replace one thing at a time in this old <br />124 house, until they eventually have it in good repair. <br />125 <br />126 MARY ANN HERNANDEZ described the ceiling of the porch as bead board, some of which <br />127 is deteriorated and needs replacement. The floor is concrete edged with brick. Their <br />128 contractor recommends that the knee wall come up about 32 inches. <br />129 <br />130 MARTHA CHOITZ noted that the proposed knee wall will be entirely hidden behind the yew <br />131 bushes now planted around the porch. <br />132 <br />133 MARTHA CHOITZ moved approval of their Application, stipulating (1) six over one double <br />134 hung windows in the upper portions of the openings, if those are available; otherwise, one - . - <br />135 over one; (2) wood siding "knee wall" in lower portions of openings; (3) new wood framed <br />136 storm door with twelve glass panes to replicate interior French doors.
