The staff will address the issues one at a time starting with the garage. The <br />existing garage is in severe disrepair; it has major rotting problems in the sills. The <br />owner has had to install plywood sheets on the interior to hold the garage together. The <br />garage does not resemble the house stylistic and sits too close to the house to allow use of <br />the second stall. Demolishing this structure and erecting a slightly larger garage to the far <br />rear of the property will allow the owners full view and use of their backyard as well as <br />full use of the garage. The new garage would match the house in style and material and <br />would be an asset to the property. The staff recommends approval of the demolition of <br />the degraded garage, construction of a new 24x28, 2 -1/2 stall garage to the rear line of the <br />property so long as it does not affect the large pine trees located to the rear of the yard <br />and the continuation of the existing driveway to accommodate the new garage. <br />The owner is also requesting the replacement of the existing, 2 °a story, cedar <br />shake siding, with 8" cedar siding. The existing shakes appear to be buckling, warping <br />and rotting in numerous areas. A major concern is the amount of rotting and separation <br />of the shakes on the corners of the house and the first floor brick line. <br />The guidelines for the East Wayne Street Local Historic District state that original <br />exterior building materials shall be retained. Whenever possible, the original building <br />material should be restored. Metal or vinyl siding may be used when it is the only <br />alternative to maintaining or replacing the original surface material. <br />The staff has questions regarding the seriousness of the deterioration and the cost <br />to replace the siding with cedar shakes rather then cedar siding. Due to the shortened <br />time frame for this meeting staff was unable to contact the owner regarding these issues <br />and thus would recommend that the portion of the application regarding the cedar siding <br />be placed into standards and maintenance committee unless Mr. Smith can answer these <br />questions at the April 9 meeting. <br />2 <br />
