The staff will address the issues one at a time starting with the garage. The
existing garage is in severe disrepair; it has major rotting problems in the sills. The
owner has had to install plywood sheets on the interior to hold the garage together. The
garage does not resemble the house stylistic and sits too close to the house to allow use of
the second stall. Demolishing this structure and erecting a slightly larger garage to the far
rear of the property will allow the owners full view and use of their backyard as well as
full use of the garage. The new garage would match the house in style and material and
would be an asset to the property. The staff recommends approval of the demolition of
the degraded garage, construction of a new 24x28, 2 -1/2 stall garage to the rear line of the
property so long as it does not affect the large pine trees located to the rear of the yard
and the continuation of the existing driveway to accommodate the new garage.
The owner is also requesting the replacement of the existing, 2 °a story, cedar
shake siding, with 8" cedar siding. The existing shakes appear to be buckling, warping
and rotting in numerous areas. A major concern is the amount of rotting and separation
of the shakes on the corners of the house and the first floor brick line.
The guidelines for the East Wayne Street Local Historic District state that original
exterior building materials shall be retained. Whenever possible, the original building
material should be restored. Metal or vinyl siding may be used when it is the only
alternative to maintaining or replacing the original surface material.
The staff has questions regarding the seriousness of the deterioration and the cost
to replace the siding with cedar shakes rather then cedar siding. Due to the shortened
time frame for this meeting staff was unable to contact the owner regarding these issues
and thus would recommend that the portion of the application regarding the cedar siding
be placed into standards and maintenance committee unless Mr. Smith can answer these
questions at the April 9 meeting.
2
