STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2001 -0329 <br />Property Location: 1333 East Wayne South <br />Property Owner: Edward & Laura Smith <br />Landmark or District Designation: LHD -EW <br />Rating: C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial style house was built in 1941 for Francis and Mary Messick. Mr. <br />Mr. Messick was born in South Bend in 1908. He was the treasurer of the American <br />Trust Company of South Bend and later went to work for the Associates Discount Corp. <br />Francis and Mary moved to Troy, Michigan in 1962, where Mr. Messick died in 1969. <br />Although the Messicks owned the house for 11 years, they only resided in it for two, the <br />rest of the time they used the house as a rental. They eventually sold the property in 1952 <br />to Paul Shore, an employee of Associates Financial Services. He resided at this address <br />until his death in 1985, at which time his wife, May, inherited the house. She retained <br />ownership until 1992 when the house was sold to the current owners, Laura and Edward <br />Smith. <br />RECOMMENDATION <br />The Preservation Guidelines for the East Wayne Street Local Historic District follow the <br />Rehabilitation Model. <br />The applicant is requesting to replace existing rotted cedar siding located on the <br />second story, with 8" bevel cedar siding. They are also requesting demolition of an <br />existing two -stall garage because of severe deterioration. The garage will be replaced <br />with a new 24x28, 2 -%2 stall garage which will match the house in style and will be <br />located at the rear of the property. The new location of the garage will require removal of <br />existing garage, garage pad, and installation of new garage pad and extension of <br />driveway. <br />
