STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2000-1030 <br />Property Location: 830 North Michigan <br />Property Owner: City of South Bend <br />Landmark or District Designation: LL <br />Rating: <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />The staff is forgoing the history of this property as it has been read into the <br />minutes numerous times over the past several months. <br />RECOMMENDATION <br />The Preservation Guidelines for Local Landmarks follow the Rehabilitation Model. <br />Standards `B". <br />The applicant is requesting to remove wells #6 and #7 from Leeper Park <br />and Leeper Island because of pollution in the water. The abandonment procedure will <br />return the grounds to their original state by demolishing the concrete bases and wells 2 <br />feet below grade, covering the area with suitable backfill and hydro seeding. <br />The applicant is further requesting to install to new wells in the locations <br />previously approved for test wells. The new wells will be placed in such a way as to not <br />affect any trees in the park and seeding will be done where any trenching occurs due to <br />piping or electric services. The new wells will be the same as the old wells with one <br />exception; they will be lower in profile. The present wells on the island have a 5 -foot <br />vertical concrete base from ground level; the new wells will only be 4 feet tall. The <br />concrete base will measure, 13 feet by 7 feet and 4 feet from ground level. The new well <br />with reuse the old motors which are quieter then the new motors and the wrought iron <br />fencing currently around the old wells will be restored and reused around the new wells. <br />The staff has reviewed the sights and the situation regarding the failing <br />wells and the need for new wells. The well proposed for the island will be located near <br />the site of the original and will not cause any damage to the trees. The staff finds this <br />request to be acceptable and recommends approval. <br />
