STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2000-0427 <br />Property Location: 229 East Navarre <br />Property Owner: James Anderson <br />Landmark or District Designation: LHD-RB <br />Rating: C/10 Key Number: <br />Survey Number: 141-597-46228.5 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Real estate moguls, Seth Hammond and Leslie Whitcomb, built this house in <br />1910. They sold the house to Warner Wise in 1912 who used the house as a rental. He <br />rented the house to W.J. Major until 1919 when the property was sold to Henry and Belle <br />Smith. Mr. Smith was born in St. Joseph County in 1885; he married Belle Major, <br />daughter of W.J. Major, in 1912. Mr. Smith was the secretary -treasurer of the Northern <br />Indiana Transit Company and served as secretary of Past Masters of St. Joseph Valley <br />Lodge No.45. The Smith's resided at this address until 1939 when they moved, renting <br />the house to James and Olive McCarthy. Mr. McCarthy was an instructor at Notre Dame, <br />he and his wife purchased the house in 1951. Mr. & Mrs. McCarthy resided here until <br />1968 when they sold the property to the current owner, James Anderson. Mr. Anderson <br />uses the house as a rental and has given his current renter, Rachel Miller, permission to <br />apply for a rear yard privacy fence. <br />RECOMMENDATION <br />The Preservation Guidelines for Local Historic Districts follow the Rehabilitation Model. <br />The applicant is proposing to erect a 6' tall, stockade style, wood privacy fence <br />around the back yard. The house in question has a house located to the east and an alley <br />located on the west property line. The proposed fence would be identical to those <br />surrounding their neighbor's backyards. The staff finds the fence to be appropriate and <br />recommends approval. <br />
