RECOMMENDATION <br />The Local Landmarks guidelines follow the rehabilitation model. <br />The applicant is proposing to convert the Toth State Bank into four apartment units. As <br />part of this project the owner will restore all terra cotta features, repair, reglaze some <br />existing double -hung windows, repair some existing fire -rated windows, repair, reglaze <br />and repaint existing transom, repair some existing fixed window units, replace, beyond <br />repair, window units with new wood, double -hung Pella windows and infill two first <br />floor windows on the south elevation with glass block. The applicant is also proposing to <br />restore front entry transom and wood sash, and install new single full light aluminum <br />doors with bronze anodized color. The existing wood interior vestibule doors, ceramic <br />mosaic floor and wood trim will remain. The owner is proposing to remove the overhead <br />service door located in the west elevation and replace it with painted insulated steel or <br />fiberglass flush panel doors with peephole. The remaining space will be in filled with <br />brick as will the basement man -door also located on the west fagade. The owner will also <br />remove the section of plywood from the second floor of the west fagade infill with brick <br />and two new double -hung wood window units. <br />The staff has been out to the site with the owners and contractors to review the project <br />and finds the proposed plans to be sensitive to the structure. The only variation that <br />might be seen as inappropriate is the installation of glass block in the two first floor <br />center windows located on the south elevation. These windows are four feet from a <br />neighboring house obscuring them from street view. Using glass block would offer the <br />necessary security and privacy while still letting in what little light reaches them. The <br />staff finds the project to be a sensitive rehabilitation and adaptive reuse and recommends <br />approval. <br />Plans/specifications and photographs will be distributed at the Commission meeting <br />3/20/00. <br />
