STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2000-0629 <br />Property Location: 619 Edgewater <br />Property Owner: Dean & Amy VanDyke <br />Landmark or District Designation: LHD-EP <br />Rating: C/10 Key Number: <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1924 by developers, Whitcomb and Keller. The <br />house was rented to Leo Opperman, a music teacher and musician at the Palace Theatre <br />and his wife, Antonette, a saleslady for Economy Department. Whitcomb and Keller <br />finally sold the house to the Oppermans in 1928, two years later Leo and Sam Opperman <br />started the Sunshine Cleaners and Dyers business. In 1930 Mr. Opperman sold the house <br />to Adolf Schutzman who used it as a rental until 1944 when ownership of the property <br />reverted back to the mortgage holder, Prudential Insurance Company of America. They <br />sold the house to Della Howell an employee of the Ball Band Company in Mishawaka <br />and later of Wilson Brothers in South Bend. Mrs. Della Montgomery married Earl <br />Howell in 1934 and after his death in 1957 she married James Boles. Della resided at this <br />address until her death in 1978, when her son, Conley Montgomery, inherited it. Conley <br />sold the house a year later to Kevin Smith who sold the house to the current owners, <br />Dean & Amy Vandyke in 1995. <br />RECOMMENDATION <br />The Edgewater Place Local Historic District Guidelines follow the rehabilitation model. <br />The owners of 619 Edgewater, Mr. & Mrs. VanDyke, removed a tree in the tree lawn in <br />front of their home with out obtaining a Certificate of Appropriateness or permission <br />from the City Forester. Mr. & Mrs. VanDyke obtained permission, after the fact, from <br />the City Forester, Brent Thompson and then after the matter was sent to our legal council, <br />applied for a CofA. <br />
