STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: <br />Property Location: <br />Property Owner: <br />1999-0910 <br />1307 East Wayne Street North <br />Pam Bickel <br />Landmark or District Designation: <br />Rating: C/9 <br />EW-LHD <br />Key Number: 18-6105-3736 <br />Survey Number: 141-57187-5-597 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Developers, Whitcomb and Keller, built this H.R. Stapp designed house in 1928, selling <br />it to Nelson and Clarissa Ault in 1929. Mr. Ault worked at the Roper Furniture Company in <br />Mishawaka until he began his own photo business in 1919, Ault Camera Shop. Nelson Ault <br />was a master photo finisher with two store locations, one at 309 S. Michigan and the other at <br />122 S. Main Street. Mr. & Mrs. Ault resided at this residence until 1937 when they sold it to <br />Sigmund and Bessie Welber. Mr. Welber was born in Hungary, immigrating to the United <br />States in 1908. He and his brother, William, owned and operated several department stores in <br />Ohio and New Jersey prior to purchasing the Robertsons Brothers Department Store from the <br />George Roberston Estate in 1932. Sigmund Welber held many managerial positions in the <br />company until his brother died in 1947 at which time he took over his position as president. <br />Mr. Welber resided here until 1943 when he sold the house to William and Jewel Reitz. <br />Mr.Reitz was a tool engineer and later a sales engineer for the South Bend Tool and Die <br />Company. Mr. & Mrs. Reitz lived in this house until 1992 when they sold the property to Todd <br />Livingston. Mr. Livingston sold the house to the current owner, Pamela Bickel, in 1999. <br />
