PROPOSED CHANGE <br />The applicant wishes to paint the brick on the lower portion of the home, in its entirety <br />due to the unskilled manner in which the stucco was applied to the house. (See letter attached <br />from the homeowner) <br />STANDARDS: <br />Standards for the East Wayne Street Local Historic District follow the rehabilitation <br />e-1 -Required: ...work shall be dome in order to restore or maintain the original or exist- <br />ing character of of the structure or site. <br />e-3 - Prohibited: ...work shall not be allowed which may have a negative impact on the <br />original character of the structure or site. <br />II -A Existing Structures: ...brick surfaces shall not be painted unless they have been painted <br />originally (p42 - EW-LHD Guidelines) <br />RECOMMENDATION: <br />Staff has searched the records from 1995 to present and does not find any C of A for any <br />stucco work at this residence being reviewed by the Historic Preservation Commission. While <br />the surface looks to be rather new or newly painted, the question of the time of the stucco work <br />becomes of prime interest, especially no Certificate was issued according to our records. <br />The statement in the letter from the current owner says that they have been unsuccessful <br />in finding a contractor to remove the stucco spills. While there does exist chemicals and tech- <br />niques for the removal of this material from brick surfaces, staff feels that the owner may have <br />had difficulty in locating a contractor to perform the work, especially due to a labor shortage in <br />the construction trades due to the high level of construction activity in the area at this time. <br />While Guidelines for the East Wayne Street Local Historic District prohibit the painting <br />of the brick and in so doing this will alter the look and feel of the home drastically, staff finds <br />that the final decision for this request is best left to the entire committee of the commission. <br />
