b. Awards Committee <br />Mr. Oxian stated that he wants to establish an awards committee to handle the Southhold <br />awards which have been delegated to the Commission by Southhold. He further noted that <br />anyone interested in the chair is welcome to volunteer. Mrs. Hostetler moved to create an <br />awards committee. Mr. Fine seconded the motion. The motion passed unanimously. There <br />was some discussion over the funds that have been transferred from Southhold to the <br />Commission specifically for the use in easement maintenance and restoration awards. <br />4. Addition of a 10th Commission member <br />Mr. Talley noted that trends in Historic Commissions are leaning toward having an historic <br />architect and an archaeologist on commissions. He further noted that he wants to introduce an <br />ordinance that would impose an archaeological and site survey of any work requiring a permit <br />for areas of 3 or more acres. Mr. Oxian suggested that the commission members take time and <br />consider this suggestion. Mr. Talley noted that the Leeper Park sidewalk situation would have <br />been a good example for the use of such a position. Mrs. Sporleder suggested the Commission <br />have a professional landscape architect or archaeologist on call who would be paid a small <br />amount to preform certain duties when needed. <br />Mrs. Sporleder asked what became of the brick street ordinance. Mr. Oxian stated that the last <br />thing the Commission received concerning brick streets was a letter from the City Engineers <br />stating that no brick streets would be paved over anywhere in the City of South Bend. Mr. <br />Talley stated that this promise has been broken twice, once on Colfax and once on Marion <br />Street and that it will be broken again on Lafayette. There was some discussion over brick <br />streets and the Park Avenue area. <br />VI. Hearing of Visitors <br />Mr. Talley noted that there are two visitors present to see how the Commission functions and to <br />find out if it is something they would like to become a member of. Richard Helmus stood up, <br />introduced himself and showed interest in the Commission. Karri Gallagher introduced herself <br />as a long time resident and lawyer with interest in South Bend history. Mr. Oxian noted that <br />since the Commission is a Certified Local Government there are certain requirements potential <br />members must have. <br />Mr. Sporleder noted that they were able to gain reasonable litigations during the fight over <br />Blake Gardens which include run off and a monitoring plan. He also noted that there will be <br />final phone status conference meeting on February 24th. <br />Mr. Oxian asked Mr. Sporleder how many trees are being removed for the Ivy Tech project. <br />Mr. Sporleder stated that as many trees as possible will be saved. <br />VII.
