4. 1999-0507-1 - 552 River Avenue, removal of rear second story window. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owners, <br />Greg and Lisa Cronkright, were present. Ms. Gallagher asked what type of remodeling was <br />requiring the removal of this window. Mr. Cronkright stated that they wanted to place a shower <br />where the window is currently located. Mrs. Hostetler reported that in her house they left the <br />window in place, covering it over on the inside while leaving the outside as is. She further <br />noted that by doing this the exterior of the house remains the same and the window does not <br />inhibit any alterations desired on the inside of the house. Mrs. Cronkright asked if you could <br />still see where the window is located on the inside. Mr. Talley stated that by covering over the <br />window it is impossible to tell where it is located on the inside. Mr. Oxian stated that the <br />Commission has approved such a cover up before so that the facade of the house is not altered <br />by the lose of a window. Mr. Cronkright asked if there would be any maintenance issues since <br />it was a second story window and not easily accessed by the outside. Mrs. Cronkright stated <br />that removing the window would not significantly change the exterior of the house. There was <br />some discussion over whether or not the window trim would have to be saved. Mr. Cronkright <br />asked how the window would be fixed if the glass broke. Mr. Talley stated that window glass is <br />repaired and replaced from the exterior, not the interior. Mrs. DeRose stated that the <br />Commission would have to move to deny the application as is and then make a new motion <br />recommending a different course of action. Mr. Zmyslo moved to deny the application a <br />submitted. Mr. Helmus seconded the motion. The motion passed with Ms. Gallagher voting <br />against the motion. Mr. Zmyslo moved to retain the window, black out the glass, cover the <br />window on the inside and remove the interior trim. Mrs. Sporleder seconded the motion. The <br />motion passed unanimously. <br />5. 1999-0507-2 - 1218 East Wayne Street So., paint brick. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Edward Murphy, was present. There was some discussion over the two types of brick the <br />house has and the fact that the paint and stucco will not come off of the course brick. Mr. <br />Oxian asked if the remaining brick was painted would it hold or flake off. Mr. Murphy's <br />contractor stated that paint would adhere to the rough brick, he also noted that he has been <br />unable to find anyone who can remove the stucco from the brick. There was some discussion <br />over any possible contractors who could remove the stucco. Mr. Oxian recommended that the <br />application be placed into the Standards and Maintenance Committee with the addition that <br />what ever the Committee decides be the final decision. Mrs. DeRose stated that the <br />Commission should still give the final approval. Mr. Oxian made a motion placing the <br />application in the Standards and Maintenance Committee to find a cleaning solution. If such a <br />solution is not found then the painting of the brick in a two tone fashion, the darker color on the <br />bottom, would be permitted. Mrs. Hostetler seconded the motion.
