Public Hearing
A. Certificate of Appropriateness Applications
1. 1999-0507-3 - 1342 East Wayne Street No., driveway, garage, rear yard.
Mr. Talley presented the staff report and circulated photographs. He also noted that the owner,
Tim Liddell, was present. Mr. Talley reported that this application had previously been sent to
Committee for a recommendation. He further noted that Mr. Fine was not present and that he
had not given Mr. Talley a recommendation for this property. There was some discussion over
if the driveway issue had been previously addressed by the Commission or not. There was
more discussion over where the old garage sits, where the new garage will go and how similar
they would be in style. Mr. Liddell circulated drawings of the proposed alterations has made to
the original plan. The owners architect gave a presentation outlining the reasoning behind the
proposed alterations. Mr. Oxian asked if in the new plans the driveway would remain in the
original location. The architect stated that the existing driveway would be removed because of
its condition and replaced with a new driveway in the same location. Mr. Oxian asked if the
owners were asking for new setbacks. The architect stated that there were three requested
setbacks, all in regards to the addition and new garage. Mr. Oxian asked if everything that has
been presented today is located within the Certificate of Appropriateness application. Mr.
Talley replied that the only variation would be the decision to not move the driveway. Jennifer
Linder, Mr. Liddells neighbor to the west, stated that she had letters of opposition to the
proposed garage. She went on to ask how many stories and stalls the proposed garage would
have. The architect stated that the garage is currently four stalls and would be down sized to
two stalls while retaining the existing elevation. Mrs. Riley, also of the East Wayne District,
asked about the windows in the upper portion of the proposed garage. Mr. Liddell stated that
the windows were in the proposed second story of the garage which has been removed from the
plan.
