CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION — 1999 - 0405 -2 <br />PROPERTY — 1077 Riverside Drive <br />South Bend, IN. <br />OWNER — Robert Haywood & Kymberly Taylor <br />DESIGNATION — LHD -RSD <br />RATING — Significant S /11 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This house was built in 1925 by Harriette and Dora Keller, sisters of Fred W. Keller, a <br />prominent real estate investor with the company Whitcomb & Keller. Harriette Keller resided in <br />this house until her death in 1953, leaving her share in the house to her sister Dora Keller. Dora, <br />was a high school teacher, who continued to reside in this house until her own death in 1975. <br />The house was sold in June of that year by their nephew, George Keller, to Elwood Lane <br />Vanderslice Jr. Mr. Vanderslice owned the house until 1982 when he sold it to Robert C. <br />Boyd. Mr. Boyd resided here until 1985 when he sold the house to Dwight B. King Jr. who in <br />turn sold the property to the current owners, Robert E .Haywood and Kymberly Taylor, in <br />1995. <br />PROPOSED CHANGE <br />Applicant is proposing to erect a four foot tall convex cedar fence with gothic posts around their <br />backyard. <br />STANDARDS <br />Preservation Guidelines for Riverside Drive Historic District: <br />b) .... the guidelines for the Riverside Drive District follow the Rehabilitation model... <br />I. Environment <br />I.A. District Environment <br />Required <br />New plant materials, fencing... shall be compatible with the character of the neighborhood in <br />size, scale, material and color. <br />Prohibited <br />Signs ... fencing ... which are out of scale or inappropriate to the neighborhood may not be used. <br />
