RECOMMENDATION <br />The building meets the criteria in at least three areas: <br />1.) Its character, interest, or value as part of the development, heritage, or culture of the City of <br />South Bend, St. Joseph County, the State of Indiana, or the United States of America. <br />2.) Its embodiment of elements of architectural design, detail, materials, or craftsmanship which <br />represents an architectural characteristics or innovation. <br />3.) Its suitability for preservation. <br />4.) Its identification with the life of a person of historical significance. <br />The building fulfills criteria #1 as an example of the lives and growth of the Eastern European <br />immigrants in South Bend and as an example of the plight of the small business during <br />Prohibition and their eventual decline do to big business expansion. <br />The building fulfills criteria #2 as an excellent example of a turn of the century, Gothic <br />Industrial complex. The building is rated a significant twelve in the Indiana Historic Sites and <br />Structures Inventory. <br />The building fulfills criteria #3 by the integrity of its original construction with minor changes <br />to the facade, that can be easily restored. It is an example example of Industrial architectures <br />movement in the turn of the century to the Gothic style of architecture complete with turrets and <br />battlements. <br />The building fulfills criteria #4 by its association with George Voedisch, the president and <br />general manager of the South Bend Beverage and Ice Association. <br />Staff finds that the building meets the criteria for designation as a Local Landmark and <br />recommends that the Commission send such a recommendation to the Common Council. <br />rls <br />11/S/98 <br />3 <br />
