OF APPROPRIATENESS STAFF REPORT 46 APPLICATION -- 1998-0302 PROPERTY -- 1308 East Wayne South South Bend, IN OWNER -- Stephen & Louise Anella DESIGNATION -- LHD-EWS RATING -- dontributing C/9 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This colonial Revival style house was built in 1948 by the Whitcomb and Keller Corporation... Upon completion of the house they sold it to Frank & Kathleen Allen. Kathleen Moore Allen was a special education teacher at Jefferson School in South Bend. Mr. Allen was the principle of Muncie High School of Indiana from 1921 to 1925 at which.time he became the Superintendent of Muncie Schools. This lasted until'1931 when he.and Mrs. Allen moved to South bend so he coii1A except the job as Superintendent of South Bend Schools. Mr. Allen remained with the South Bend Schools until 1955 when he was afford the position of Athletic Director at Indiana University. In order to.accept this position the Allen's had to move', so they sold the house to William R. Heins. Mr. Heins was the Vice President of Associates Investment Company. He and his family only lived in the house for two years, he sold the house to James E. & Marcella Keating in 1957. Mr..Keating was one of South Bends most prominent attorneys. He began as the assistant to the U.S. District Attorney and by 1941 he was the U.S. District Attorney. He remained in this position until 1954 at which time he became -associated with the law firm of Voor, Jackson and McMichea.l. Mr. Keating resided in the house until 1967 when. he was killed in a car accident. Mrs. Marcella Keating was critically injured in this accident,.but, she managed to survive and went on.living in the house until 1974 when she sold it to the present owner, Mr. Stephen Anella. PROPOSED CHANGE Applicants are proposing to construct a 48 square foot addition to the rear of the house and a new roof on the family rooms. STANDARDS The Preservation Guidelines for East Wayne Street Historic District state: b) ....The Guidelines for the East Wayne Street District follow the Rehabilitation Model.... I. Environment I.B.2.
