OF APPROPRIATENESS STAFF REPORT <br />46 APPLICATION -- 1998-0302 <br />PROPERTY -- 1308 East Wayne South <br />South Bend, IN <br />OWNER -- Stephen & Louise Anella <br />DESIGNATION -- LHD-EWS <br />RATING -- dontributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This colonial Revival style house was built in 1948 by the Whitcomb and Keller <br />Corporation... Upon completion of the house they sold it to Frank & Kathleen <br />Allen. Kathleen Moore Allen was a special education teacher at Jefferson <br />School in South Bend. Mr. Allen was the principle of Muncie High School of <br />Indiana from 1921 to 1925 at which.time he became the Superintendent of Muncie <br />Schools. This lasted until'1931 when he.and Mrs. Allen moved to South bend so <br />he coii1A except the job as Superintendent of South Bend Schools. Mr. Allen <br />remained with the South Bend Schools until 1955 when he was afford the <br />position of Athletic Director at Indiana University. In order to.accept this <br />position the Allen's had to move', so they sold the house to William R. Heins. <br />Mr. Heins was the Vice President of Associates Investment Company. He and his <br />family only lived in the house for two years, he sold the house to James E. & <br />Marcella Keating in 1957. Mr..Keating was one of South Bends most prominent <br />attorneys. He began as the assistant to the U.S. District Attorney and by <br />1941 he was the U.S. District Attorney. He remained in this position until <br />1954 at which time he became -associated with the law firm of Voor, Jackson and <br />McMichea.l. Mr. Keating resided in the house until 1967 when. he was killed in <br />a car accident. Mrs. Marcella Keating was critically injured in this <br />accident,.but, she managed to survive and went on.living in the house until <br />1974 when she sold it to the present owner, Mr. Stephen Anella. <br />PROPOSED CHANGE <br />Applicants are proposing to construct a 48 square foot addition to the rear of <br />the house and a new roof on the family rooms. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Street Historic District state: <br />b) ....The Guidelines for the East Wayne Street District follow the <br />Rehabilitation Model.... <br />I. Environment <br />I.B.2. Recommended <br />New site work should also be appropriate to existing surrounding site elements <br />in scale, type, and appearance. <br />III.New Construction <br />III.A.1. Required <br />Additions to existing buildings shall be related in height and proportion to <br />the existing structure. <br />III.A.2. Recommended <br />Contemporary designs should be compatible in character and mood to the <br />building.or neighborhood. <br />
