CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />C.3. Material <br />Additions and improvements involving any new material in the .landmark should <br />be of the same material as the original. It should be the same size and <br />texture. An alternative material may be allowed if it duplicates the <br />original. <br />RECOMMENDATION <br />The applicant seeks to: <br />1) rearrange existing windows at the rear utility porch to restore original <br />wall./window relationships. <br />2) In a related repair he proposes to relocate existing concrete steps back to <br />their original location at the west side door or reconstruct similar concrete <br />steps at the original location. <br />3) He also seeks to install replacement windows. <br />The proposed alterations to the windows, car -siding wall, and steps at the <br />rear utility porch constitute restoration activity and should clearly be <br />removed. There is some doubt as to whether the existing concrete steps may be <br />successfully relocated to their original condition. Staff recommends approval. <br />of the replacement concrete steps in the event that the existing steps fail in, <br />the process. <br />The windows at this building are 1/1 double -hung type. The Staff has examined <br />the windows and found parts of windows which are in need of extreme repair <br />(i.e.) epoxy reconstruction or replacement. Most typical failures are <br />extensive rot, in bottom rails and stiles of lower sashes causing -failure of <br />the mortise & tenon connection. Parting rails of the upper sash are also often <br />seriously rotted. Many, though not all, windows.., are affected. Windows in <br />protected locations such as under the front.porch appear sound. <br />Staff has reviewed these windows with the applicant and -made him aware of the <br />requirements of' replicating original material in replacement parts. It has <br />been acknowledged that insulated glass may be allowed in replacement windows <br />when the appearance of the windows remains unchanged. In the case of these <br />windows muntin pattern will no present a concern. However as of this report, <br />our office has not received manufacturer's information regarding the <br />replacement windows being proposed: In the absence of specific design <br />information regarding the material and size of parts in the proposed <br />replacements, Staff recommends referral to committee. <br />DBD <br />6/9/98 <br />
