CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1998-0605 <br />PROPERTY -- 1631 Lincolnway West <br />South Bend, IN <br />OWNER -- Ed Trevino <br />DESIGNATION -- LL <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />William Clem, guardian of Harold Werst, purchased the property from- Joseph <br />Augustine in 1906. It is believed that Mr. Clem built the house as a rental <br />unit, with Harold's money, then passed it down to Harold after_ his 18th <br />birthday. In 1912 the house was rented to William Wenrick, a department <br />superintendent at Studebaker. Mr. Wenrick was born in South Bend -in 1872 and <br />worked at Studebaker for 52 years. He purchased the house from Mr. Werst in <br />1920 and continued to live in the house until his death in 1939 at age 66. A <br />year later the First Bank & Trust Company, as executors of Mr. Wenrick's <br />estate, sold -the house to Mary Kuehl for $3,600.00. Ms. Kuehl used the house <br />as a rental, renting it to John Zorzoli in 1942 and eventually selling the <br />house to him in 1946-. Mr. Zorzoli lived in the house until 1950 when he <br />rented it to Charles Wright. Mr. Zorzoli died in 1951 leaving the house 'to <br />his children, John, June and Anna. The house was rented out for the next 20 <br />years, eventually falling into the hands of the St. Joseph County Auditor <br />because of default on the owners part. The house was sold to St. Joseph <br />County as a tax deed in 1974. The County sold the house to David Smith in <br />1975, he rented the house out until 1992 when he sold it to Richard E. <br />Campbell. Mr. Campbell sold it to C & C Property Management Company Inc., in <br />1995, who transferred it to the Realty Asset Properties LTD in 1997. The <br />current owner, Mr. Trevino, purchased the property in 1998 and saved it from <br />demolition. - <br />PROPOSED CHANGE' <br />Applicants are proposing to replace the windows, remove. back door located on <br />the back porch and replace the stairs with cement,steps. <br />STANDARDS <br />The Preservation Guidelines for Local Landmarks state: <br />Group B Standards <br />C. Renovation and Additions <br />C.I. Structure <br />Necessary structural improvements, where safety demands should be accomplished <br />in such a way. as to cause minimal visual change to the original style and <br />construction <br />C.2. Construction and Style <br />All work should be done in the architectural style and in a technique <br />compatible with that of the original structure. Change that alters, removes, <br />or covers exiting significant stylistic detail shall not be permitted. A <br />change which adds detail of another style will not be permitted. <br />
