CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />neighborhood may not be used. <br />I.B.l. Required <br />Plants, trees ... which reflect'the property's history and development.shall be <br />retained. _ <br />I.B.2. Recommended <br />Plant materials and trees in close proximity to the building that are causing <br />deterioration to the building's historic fabric should be removed. -However, <br />tree and landscaping elements that must be removed shall be immediately <br />replaced with suitable. flora. <br />I.A.3. Prohibited <br />No changes may be made to the appearance of the site by removing old plants, <br />trees.:.and other elements before evaluating their importance to the <br />property's history and development. <br />RECOM-?ENDATION <br />The applicant proposes to remove overgrown yews and replace with a spruce <br />tree and holly bushes. Staff 'concur with the necessity of removing -the <br />overgrown materials. The proposed replacement species were available when the. <br />•home was constructed a are generally 'consistent with decorative foundation <br />planting for an urban lot.
