CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />.APPLICATION -- 1998-0702-2 <br />PROPERTY -- 1069 Riverside Drive <br />South Bend, IN <br />OWNER -- Judith Johns & Richard Napoli <br />DESIGNATION -- LHD-RD <br />RATING -- Contributing C!10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Real estate tycoon,. Fred W. Keller, built this house in 1909 and sold -it to <br />Marshall'Hughes in 1910. Mr. Hughes rented the house to Otto Gelbrich, a <br />foreman at the Oliver Chilled Plow.Company. Mr. Gelbrich and his wife, Ada, <br />resided there until 1913 when Mr: Hughes sold the house to Florence and, <br />Maurice Kahn. Mr. Kahn i,�*as the president of the Lamb. -Shirt Company from 1912 <br />to'1928, he left -the company to become the secretary -treasurer of the <br />Electro -Voice Manufacturing Company. Mr. Kahn lived in the house until his <br />death in 1941 at which time the house was inherited by his sot., Albert Kahn. <br />Albert was the owner of the Electro -Voice _Manufacturing Company. He and his <br />wife, Ann, resided there until 1951 when they sold the house to Lawrence E. <br />Schmidt, a sales engineer. Mr. Schmidt lived in the house until 1955 when it <br />was sold to Charles & Emily Ross. Mr. Ross was the chief engineer at.the South <br />Bend Tov Manufacturing Company. He lived in the house with his wife until his <br />accidental death in 1963 at age 48. Mrs.. Ross continued to reside in the house <br />until 1973 when she sold it to Norman: J. Girardot, a professor at Notre Dame <br />University. M.r. Girardot*and his wife, Kaye,. owned the house until 1980 when <br />they sold it-to.Martin J. Murphy, an architect. Mr. -Murphy lived in the house <br />until 1994 when the house was sold.to David Clark and Arthur Grauman. Mr. <br />Clark and Mr. Grauman only owned the house for two years, selling it to ,the <br />current owners, Richard Napoli and Judith .Johns, ir.' 1998. <br />PROPOSED CHANGE <br />Applicant proposes to remove two large yetas located in the front of the house <br />on either side of the steps. The applicant is proposing to replace the yew on <br />the right witha spruce and,the yew on the left with holly. <br />STANDARDS <br />The -Preservation Guidelines for Riverside Drive Historic District: <br />b) .... The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model.... <br />I.A.1. Required <br />Distinctive existing features, such.as parks, oardens... shall be retained: New <br />•plant_materials, fencing....shall be compatible with the character of the <br />neighborhood in size, scale, material and color. Trees and landscapiri.- <br />elements that must be removed for one reason or another shall be immediately <br />replaced by suitable flora. - <br />I.A.2. Recommended <br />Plant materials and. trees in close proximity to buildings, sidewalks'or - <br />streets that are causing deterioration to those elements should be.removed. <br />I.A.3. Prohibited <br />Signs ... new plant materials, ...which are out of scale or inappropriate to the <br />
