CERTIFICATE OF APPROPRIATENESS STAFF REPORT .APPLICATION -- 1998-0702-2 PROPERTY -- 1069 Riverside Drive South Bend, IN OWNER -- Judith Johns & Richard Napoli DESIGNATION -- LHD-RD RATING -- Contributing C!10 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT Real estate tycoon,. Fred W. Keller, built this house in 1909 and sold -it to Marshall'Hughes in 1910. Mr. Hughes rented the house to Otto Gelbrich, a foreman at the Oliver Chilled Plow.Company. Mr. Gelbrich and his wife, Ada, resided there until 1913 when Mr: Hughes sold the house to Florence and, Maurice Kahn. Mr. Kahn i,�*as the president of the Lamb. -Shirt Company from 1912 to'1928, he left -the company to become the secretary -treasurer of the Electro -Voice Manufacturing Company. Mr. Kahn lived in the house until his death in 1941 at which time the house was inherited by his sot., Albert Kahn. Albert was the owner of the Electro -Voice _Manufacturing Company. He and his wife, Ann, resided there until 1951 when they sold the house to Lawrence E. Schmidt, a sales engineer. Mr. Schmidt lived in the house until 1955 when it was sold to Charles & Emily Ross. Mr. Ross was the chief engineer at.the South Bend Tov Manufacturing Company. He lived in the house with his wife until his accidental death in 1963 at age 48. Mrs.. Ross continued to reside in the house until 1973 when she sold it to Norman: J. Girardot, a professor at Notre Dame University. M.r. Girardot*and his wife, Kaye,. owned the house until 1980 when they sold it-to.Martin J. Murphy, an architect. Mr. -Murphy lived in the house until 1994 when the house was sold.to David Clark and Arthur Grauman. Mr. Clark and Mr. Grauman only owned the house for two years, selling it to ,the current owners, Richard Napoli and Judith .Johns, ir.' 1998. PROPOSED CHANGE Applicant proposes to remove two large yetas located in the front of the house on either side of the steps. The applicant is proposing to replace the yew on the right witha spruce and,the yew on the left with holly. STANDARDS The -Preservation Guidelines for Riverside Drive Historic District: b) .... The Guidelines for the Riverside Drive District follow the Rehabilitation Model.... I.A.1. Required Distinctive existing features, such.as parks, oardens... shall be retained: New •plant_materials, fencing....shall be compatible with the character of the neighborhood in size, scale, material and color. Trees and landscapiri.- elements that must be removed for one reason or another shall be immediately replaced by suitable flora. - I.A.2. Recommended Plant materials and. trees in close proximity to buildings, sidewalks'or - streets that are causing deterioration to those elements should be.removed. I.A.3.
