CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />C.3. Material <br />Additions and improvements involving any new material in the landmark should. <br />be of the same as the' original., It should be the same size -and - = <br />texture. An alternative material. may be allowed if it duplicates the original: <br />- Building - Site - and Landscaping <br />2. Recommended <br />New site - work should be,based upon actual knowledge of the past appearance of <br />..the property found in photographs, drawings, and newspapers.. <br />RECOMMENDATION <br />This application pertains to those exterior features of the'proposed work.at <br />the North Pumping.Station (and reservoir) as described above - . This work may be <br />summarized as the addition and updating of interior equipment and conversion <br />of the south bay from industrial shop use to office space. THe latter includes <br />some issues of egress-pertaining to the Americans with Disabilities Act.(ADA): <br />Staff has worked closely with the staff of the Water Works and with.the A &E <br />firm which has prepared the plans and to integrate them with - the window repair', <br />and replacement scheme previously approved by the commission. <br />The alterations affecting the facades - are limited to the reduction of floor <br />structure behind multi -story windows (4" max) and and door issues at the <br />rear.. The latter shown on drawing A /A4 of the exhibits include (proceeding <br />left to <br />1) removal of existing non - historic overhead door and replacement with metal <br />paired passage doors with a transom above. <br />2) construction of an additional passage door and reconstructing infill wall <br />in cavity above. This item - requires removal of masonry hall below the <br />existing sill to make'way for the door opening'. <br />3) reconstruction of infill wall in several other window cavities. <br />4) replacement of existing two story non - historic overhead door with new <br />overhead door. <br />and <br />5),replacement of non - historic metal doors at hoist area including' <br />reconstruction of infill - wall in transom area above. <br />In all cases where . window cavities have been previously.infilled with painted <br />sheet metal covering, the rehabilitation. exterior finish is to be corrugated <br />metal factory painted metal.-Louvers are placed in these panels as shown on.- <br />plans for mechanical purposes. <br />An additional item satis -fies .IN Dept. of Environmental Management removing <br />overflow-from the stream. Alternative locations are immediately from the <br />building on east side with discharge pipe or remote-location approximately 150 <br />feet northwest of pedestrian bridge: An additional 24" overflow discharge <br />- pipe, is to be located at the reservoir. <br />Staff finds the proposal to be .thorough with regard .to accomplishing ,a' great - <br />deal of technical - improvement for this facility with very limited affect on <br />integrity of the existing building. All substantial affect are limited,to the <br />rear elevation, arid: these are generally restricted to modification of- previous <br />- alterations. Where unsightly overflow discharge pipes are required they -are <br />placed in the most discrete locations available. Staff recommends approval.' <br />
