Mayor Joseph Kernan
August 1990
Page Six
with respect to the proposal to use the poles and fixtures
removed from Riverside Drive to service and /or replace other similar
fixtures, Mr. Meeks again noted the likelihood that few concrete
poles would remain intact and useful once removed from the ground,
being very likely to break or be rendered otherwise useless as a
result of the removal itself. Additionally, Mr. Cartwright expressed
his doubt that the replacement fiberglass pole would be able to
support an old lantern fixture. For example, if an existing concrete
pole on Bronson street became damaged and was replaced with a
fiberglass pole, it was unlikely that the existing, old fixture could
be used, as the new fiberglass pole would be unable to support its
weight. Thus, if no replacement concrete pole were available to
replace the damaged pole, the new fiberglass pole would have to be
fit with a new lantern -type fixture, which, of course, would leave
the existing fixture available to serve as a replacement fixture.
Finally, the Committee considered, without arriving at a
recommendation, the desirability of transferring from I &M to the City
the responsibility for maintaining the historic streetlighting
system. Among the options were to transfer ownership of the system
to the City, along with maintenance of the same, or to transfer
ownership of the system to the City with I &M retaining
responsibility, for a fee, of the maintenance of the system.
Also discussed, briefly, without conclusion or
recommendation, was the manner in which the cost of maintaining
and /or replacing the historic streetlight system as recommended would
be borne by the City and /or others.
Recommendation:
The Mayor's Historic Streetlight Committee makes the
following recommendations:
1. That the preservation of the character of those
neighborhoods throughout the City in which historic streetlights
remain, through the preservation, repair and replacement of those
streetlights, - -be a priority of the administration.
2. That the proposals contained herein for the
preservation, repair and replacement of existing historic
streetlights serve as a guide for the re- introduction of such
streetlights into other neighborhoods throughout the City that were
once served by similar lighting systems.
3. That the replacement of damaged or inoperable historic
streetlights with a streetlight composed of a "toothpick" pole of
either fiberglass of concrete, and a "Town and Country" fixture, or
any pole and /or fixture resembling the same, cease immediately.
