CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1997-0902-2 <br />PROPERTY --.1055 Riverside Drive <br />South Bend, IN <br />OWNER -- Chuck Leone <br />DESIGNATION -- RD-LHD <br />RATING -- Outstanding 0/13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Frederick and Catherine Wellington purchased the property from Joseph and <br />Hazel Stout in 1916. In 1926 the Wellingtons hired Gerber and Haley to design <br />and build them a new revival style house to take the place of the existing <br />1910 structure that was on the sight. Mr. Wellington was the treasurer and <br />general manager for the South Bend Watch Company and later got a Job working <br />for the Investors Syndicate. Frederick Wellington died on March 7, 1944 at <br />his home on 1055 Riverside Drive. His wife Catherine then rented the house to <br />Dr. Harry Boyd from 1945 to 1946. In 1947 Theo J. Jena, who was the president <br />and treasurer for the Bagby Photo Co., moved into the house. He resided there <br />until 1961, however it is unclear if he actually purchased the house or just <br />rented. The present owner, Mr. Leone, purchased the house in 1989. <br />PROPOSED CHANGE <br />Applicant proposes to replace existing cement -asbestos roof shingles with new <br />• high-profile fiberglass -asphalt shingles, on main roof of house and tuckpoint <br />main house chimney. The applicant also wants to replace garage doors and <br />reconstruct failing concrete block parapet over doors. <br />STANDARDS <br />The Preservation Guidelines for Riverside Drive state: <br />b) .... The Guidelines for the Riverside Drive District follow the <br />Rehabilitation Model.... <br />II.B.2. Recommended <br />When possible, original shape and materials of roof should be restored. Roof <br />covering which is deteriorated beyond repair should be replaced with new <br />material that matches as closely as possible the original in composition, <br />size, shape, color and texture. <br />II.B.3. Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed <br />from the thoroughfare by adding architectural features .... or by using roofing <br />materials inappropriate to the style of the house. <br />II.C.1 Required <br />Original windows and doors, including sash, lintels, sills, shutters. <br />decorative glass, hardware..... shall be retained or when deteriorated beyond <br />repair, replaced with units and trim resembling the original. <br />II.C.3 Prohibited <br />Original windows, doors and hardware shall not be discarded when they can be <br />restored and reused in place. Inappropriate new window or door features such <br />• as aluminum insulating glass combinations that require removal of original <br />windows and doors may not be installed. <br />
