CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• <br />APPLICATION -- 1997-0930 <br />PROPERTY -- 231 South Eddy <br />South Bend, IN <br />OWNER -- Philip H. Schatz <br />DESIGNATION -- LL <br />RATING -- Significant S/12 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Irving A. Sibley acquired the property in 1892, eventually passing it down to <br />his son William C. Sibley. William Sibley had prominent South Bend <br />architects, Austin and Shambleau, design a Dutch Colonial style house which he <br />later built on the lot in 1921. <br />William Sibley was born on September 24, 1881 in Owatonna, Minnesota, he <br />attended grammar school. in Illinois and then studied at the University of <br />Notre Dame for a year. For the first four years spent that he out of school <br />he worked.as a salesman for Malleable Steel Range Manufacturing Company. In <br />1904 he went to work for his fathei7 in the Irving A. Sibley Hardware business. <br />William Sibley worked for his father for 8 years until 1916 when he became the <br />president and treasurer of the South Bend Foundry Company, which manufactured <br />gray -iron castings. Mr. Sibley was active in sports, lodges, clubs and a <br />• variety of associations. Mr. Sibley eventually died in 1957, however, Mrs. <br />Sibley continued to live in the house until 1961 when she sold it to lawyers, <br />Hahn, Zimmerman, Nafe and Fisher. The current owner, Mr. Schatz purchased the <br />house in 1992. <br />PROPOSED CHANGE <br />Applicant proposes to (1) construct a sign on rear of house to replace the <br />current "entrance" sign and (2) replace the copper valleys over the rear <br />sunporch and alongside the smaller chimney. The applicant also wishes (3) to <br />replace an ornamental pear tree that was planted in 1990 and which crowds <br />another tree with a larger and older pear.tree that wood remain outside the <br />apartment door. <br />STANDARDS <br />The Preservation*Guidelines for Local Landmarks state: <br />C.2. Construction and Stv.le <br />All work should be done in the architectural style and in a technique <br />compatible with the original. Change that altars, removes, or covers existing <br />significant stylistic detail shall not be permitted. <br />C.3. Materials <br />..improvements involving any new material in the landmark should be of the <br />same material as the original. An alternative material may be allowed if it <br />duplicates the original. <br />D.F. Signs <br />No neon or flashing signs will be permitted unless they are original_ to the <br />• structure. Billboards and supergraphics will also be disallowed. Only one <br />appropriate identifying sign will be permitted per business. <br />Building Site and Landscaping <br />1.
