CERTIFICATE OF APPROPRIATENESS STAFF REPORT
• existing or original materials of the structure. Also, as much of the
original structure as possible shall be retained so that the addition could be
removed without damage to the basic structure and appearance of the building.
III.B.2. Recommended
Metal of Vinyl siding may be used when it is the only feasible alternative.
This siding should be compatible with the original size and style and with the
materials of other buildings....
III.B.3. Prohibited
Inappropriate materials, such as asbestos, asphalt, molded or artificial
stone, or artificial brick shall not be used.
RECOMMENDATION
This house, a rare example of war -time construction, ilustrates the
transitional period betwwen the Period Revival styles of the twenties and the
Post -War Contemporary Style and its parrallel development of modern -plan
houses (ranch) with erscatz period detailing. While the plan and massing of
the house retains the Colonial Reviival typologies, much of the material and
detailing is in a more modern vernacular. This is most distinguishable in the
wide, triply aligned shingle siding and its relationship in alignment with the
horizontally articulated window divisions which belie the vertical casement
arrangements of the windows (see application 1996-1006-2 for discussion).
In this application, the owners propose a second story addition at the rear of
the house over the previously contructed one story addition and extensive
alterations to existing features of the house. The proposed addition is
. . consistant with the massing of the existing house and Staff has no fundamental
objection except regarding the siding material choice as it affects other
existing features discussed below.
The Owners further propose a general exterior rehabilitation program. This
program includes roofing replacement (which may be approved by Staff),
replacement of existing white ogee profile gutter and downspout with new
copper material of the same profile, installation of copper roofing at the
front bay window and entry canopy, replacement of existing wide spaced shingle
siding with new 8" rough sawn cedar siding, addition ofa dentil frieze at the
eaves, and replacement of windows discussed under a seperate application.
Staff has no difficulty with the exchange of copper for existing roof and
gutter material as it represents a material upgrade which does not appreciably
affect the sense of design or proportion in the structure, and recommends
approval of these features.
The principal objection of Staff to this comprehensive proposal concerns the
replacement of the siding and window replacement which are defining features
of the house as pertains to its place in the growth and development of
Sunnymede, as discussed above. The proposed dentil moulding presents a similar
concern of introducing elements which are not consistant with the original
design or style of the house, this latter item is however incidental compared
to the concerns regarding the siding/window relationship. Staff recommends
denial of these items while allowing that some further refinement of this
design might susccessfully address the concerns of proportion.
DBD
10/14/97
