CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• <br />APPLICATION -- 1997-1.006 <br />PROPERTY -- 1333 East Wayne South <br />South Bend, IN <br />OWNER -- Edward L. Smith <br />DESIGNATION -- LHD-EW <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial Style house was built in 1941, possibly by Francis M. and Mary <br />Messick. Mr. Messick was born in South Bend on May 31, 1908. He was briefly <br />the treasurer of the American Trust Company of South Bend until went to work <br />for the Associates Discount Corp. He was also a Lieutenant in the U.S. Navy <br />during World War II. Mr. Messick and his wife Mary moved to Troy, Michigan in <br />1962. Mr. and Mrs. Messick only lived in the house for two years, however, <br />they owned it for 11 years. The couple rented the house out until they sold <br />it to Paul Shore in July of 1952. The current owners, Mr. and Mrs. Smith <br />purchased the property in 1992. <br />A 12 X 16 foot addition was constructed at the rear in 1949 replacing a <br />previous 8 X 10 foot porch. <br />• PROPOSED CHANGE <br />Applicant proposes to construct a 12X16 room addition over the family room on <br />the rear of the house which would have double hung windows with 9 grids in <br />glass to match the windows they wish to install in the rest of the house. The <br />owner also proposes to, reroof the house with arch shingles, replace cedar <br />shakes with 8inch rough sawn cedar and to place a copper roof.on box window <br />and front porch. In addition, to these alterations the owners want to add <br />copper gutters and downspouts and a row of dentilation under the eaves of the <br />front and back of the house, not along the sides. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Historic District state: <br />b) .... The Guidelines for the East Wayne Historic District follow the <br />Rehabilitation Model.... <br />III.A.l. Required <br />Additions to existing buildings shall be related in height and proportion to <br />the existing structure. <br />IiI.A.2. Recommended <br />Contemporary designs should be compatible in character and mood to the <br />building... <br />iII.A.3. Prohibited <br />Additions that would add new height or change the existing facade of a <br />building and change its scale and architectural character shall not be <br />constructed. <br />III.A.4. Not Recommended. <br />• New stories should not be added .... which would destroy important architectural <br />details, features, and spaces of the building. Any style or period of <br />architecture that is incompatible with the existing should not be permitted in <br />new additions. <br />III.B.l.
