• <br />CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />RECOMMENDATTON <br />As discussed in the recommendations for 1997-1006, the proportional <br />relationship of the window lite and muntins at the existing windows and their <br />alignment with the course lines of the existing shingle siding are important <br />character -giving features of this house. The existing windows which are <br />proposed for replacement are of the steel casement type which are common in <br />the East Wayne Street District. These windows are known to be problematic for <br />both maintenance and thermal efficiency. The guidelines for East Wayne Street <br />took special note of these features as indicated above. As noted above, the <br />wood storm windows interfere with proper operation of the casement windows. It <br />is also noteworthy hat the wood storm windows give the impression of a <br />double -hung window system already existing. (Staff was fooled at first take.) <br />The owner is proposing to replace all of the existing windows in the house, <br />however, maintaining the frames. The owner has chosen the Semco double hung <br />window with the muntins on the exterior of the glass. The window proposed to <br />replace the large picture window is the only one that resembles the original <br />while the other windows have increased the number of lite divisions. <br />Staff would be willing to accept the change from casement to double -hung in <br />this case, if the window units were designed so as to retain the same number, <br />size and arrangement of'lites and muntins. Staff does find these sash panels <br />super.i.or to most which have been proposed to replace metal. casements in that <br />• they provide a relatively narrower sash dimension and utilize muntin facings <br />mounted at the exterior, thereby better replicating the appearance of the <br />metal sash. The retention of the existing wood storm/screen windows should <br />mediate the obviousness of the change of operating mode. Staff recommends <br />approval of the replacement windows so long as these conditions are met in the <br />final assembly. <br />DBD <br />10/14/97 <br />• <br />
