Smith <br />DESIGNATION -- LHD—EW <br />RATING -- Contributing C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This Colonial Style house was built in 1941, possibly by Francis M. and Mary <br />C. Messick. Mr. Messick was born in South Bend on May 31, 1908. He was a <br />Lieutenant in the U.S. Navy during World War II. He was also the treasurer of <br />the American Trust Company and later he became an employee for the .Associates <br />Discount Corp. Mr. Messick and his wife moved to Troy, Michigan in 1962. The <br />Messicks only lived in the house for 2 years, however, they owned it for 11 <br />years. The couple rented the house out until they sold it in July of 1952 to <br />Paul Shore. The current owners,- Edward and Laura Smith purchased the house in <br />1992. <br />The house is constructed in a- transitional stvle melding features of the <br />• pre—war Colonial Revival Style end the post—war Contemporary Style (see <br />application 1997-1006). <br />PROPOSED CHANGE <br />Applicant proposes to replace all of their steel casement windows with double <br />hung windows..The existing wood storm window system which interferes with the <br />operation of the casement windows are to be discarded. As Staff understands <br />the design, the existing wood sub—frames are to be retained and altered so as <br />to receive replacement window system consisting of sash—tracks and custom <br />sized frames operating in a double—hung mode. <br />STANDARDS <br />The Preservation Guidelines for East Wayne Historic District state: <br />b) .... The Guidelines for the East Wayne Historic District follow the <br />Rehabilitation Model.... <br />II.C.1. Required <br />Original windows and doors, including sash, lintels, sills, shutters.... shall. <br />be retained or when deteriorated beyond repair, replaced with units and trim <br />resembling the original. <br />II.C.2. Recommended <br />For energy efficiency, steel casement windows may require interior storm <br />windows. It steel casement windows have to be replaced or removed, windows of <br />similar size and style should be used. <br />II.C.3. Prohibited <br />Original windows, doors and hardware shall not be discarded when they can be <br />restored and reused in place. Inappropriate new window or door features such <br />• as metal insulating glass combinations that require the removal of original <br />windows and.doors shall not be installed. <br />
