CERTIFICATE OF APPROPRIATENESS STAFF REPORT • APPLICATION -- 1997-1006-2 PROPERTY -- 1333 East Wayne South South Bend, IN OWNER -- Edward L. Smith DESIGNATION -- LHD—EW RATING -- Contributing C/9 STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This Colonial Style house was built in 1941, possibly by Francis M. and Mary C. Messick. Mr. Messick was born in South Bend on May 31, 1908. He was a Lieutenant in the U.S. Navy during World War II. He was also the treasurer of the American Trust Company and later he became an employee for the .Associates Discount Corp. Mr. Messick and his wife moved to Troy, Michigan in 1962. The Messicks only lived in the house for 2 years, however, they owned it for 11 years. The couple rented the house out until they sold it in July of 1952 to Paul Shore. The current owners,- Edward and Laura Smith purchased the house in 1992. The house is constructed in a- transitional stvle melding features of the • pre—war Colonial Revival Style end the post—war Contemporary Style (see application 1997-1006). PROPOSED CHANGE Applicant proposes to replace all of their steel casement windows with double hung windows..The existing wood storm window system which interferes with the operation of the casement windows are to be discarded. As Staff understands the design, the existing wood sub—frames are to be retained and altered so as to receive replacement window system consisting of sash—tracks and custom sized frames operating in a double—hung mode. STANDARDS The Preservation Guidelines for East Wayne Historic District state: b) .... The Guidelines for the East Wayne Historic District follow the Rehabilitation Model.... II.C.1. Required Original windows and doors, including sash, lintels, sills, shutters.... shall. be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. II.C.2. Recommended For energy efficiency, steel casement windows may require interior storm windows. It steel casement windows have to be replaced or removed, windows of similar size and style should be used. II.C.3. Prohibited Original windows, doors and hardware shall not be discarded when they can be restored and reused in place. Inappropriate new window or door features such • as metal insulating glass combinations that require the removal of original windows and.doors shall not be installed.
