CERTIFICATE OF APPROPRIATENESS STAFF -REPORT <br />APPLICATION' --:1997=0502R <br />PROPERTY -- 1208 Lincolnway East <br />South Bend, IN <br />OWNER -- Hubner Agency <br />DESIGNATION -- LHD-LWE <br />RATING -- Contributing C/10 <br />STATEMENT OF SIGNIFICANCE/HI8TORICGCO3NTEXT <br />Ovtners Elva. and Albert Harris built this Queen ,Anne house built i.n 'the <br />mid -1890s. Mr. Harris began the South Bend Spark Arrestor Company in 1887;. <br />PROPOSED CHANGE <br />Amendment to 1997-0714. Modify west side entry door and canopy to allow . <br />access by wheelchair, add handicapped access ramp on west side and excavate <br />and provide basement entrance with concrete stairs at east side to provide <br />second path of egress from occupied sections of the basement. <br />STANDARDS <br />The Preservation Guidelines for Lincolnway East Local Historic District: <br />b) .... The Guidelines for the Lincolnway East District follow the <br />Rehabilitation Model.... <br />I.B.2. Recommended <br />New site work should be based upon actual knowledge of the past appearance of <br />the property found in photographs, drawings and newspapers. New site work <br />• should also be appropriate to existing surrounding site elements in scale, <br />type and appearance. <br />II.C.1 Required <br />Existing or original windows and doors .... shall be retained or when <br />deteriorated beyond repair, replaced with duplicates of the existing or <br />original. <br />II.C.3 Prohibited <br />Existing or original windows, doors ... shall not be discarded when they can be <br />restored and reused in place. New windows or door openings that would alter <br />the scale and proportion of the building may not be introduced. <br />IV.A.l. Required <br />Code requirements shall be complied with in such a manner that the existing <br />character of the building is preserved. <br />IV.A.3. Prohibited <br />Construction of new stairways and elevators that would alter the existing exit <br />facilities or important architectural features and spaces shall be prohibited. <br />RECOMMENDATION <br />This application reflects changes in the previously approved rehabilitation <br />program which have been motivated by requirements of the building code with <br />regard to commercial use. These requirements have already been acted upon in <br />the project development in response to the Building Department. <br />Staff views this application as an object lesson in the reason for hiring <br />professional architectural services for a commercial conversion project. Each <br />of these requirements should have been foreseeable with a full knowledge of <br />• the building program. Likewise each would have had a superior solution <br />available at the outset, although at this time these features of the project <br />
