Lafayette - Madison School <br />Mr. Oxian and two Councilmen appeared before the school board to speak. The <br />issue was again coming before the board this very evening. Mr. Oxian <br />suggested to Ms. DeRose that the section of the Historic Preservation Plan, of <br />South Bend on Public Historic Resources Policy be changed to include all <br />public or quasi governmental agencies. The issue had arisen in connection with <br />Madison School which is owned by the School Corporation , not South Bend or <br />St. Joseph County. Ms. DeRose suggested that she and Mr. Oxian talk about <br />this later. <br />5. Standards and Maintenance <br />Nothing to report. <br />E. Staff Reports <br />1. C of A Staff Approvals <br />A. 304 S. Twykenham - In-kind landscaping plant replacement. <br />B. 231 S. Eddy Street/1029 E. Wayne Street - In-kind repair and replacement <br />of stucco. <br />2. Legal <br />A. Appeal of 1995-1201, 1414 East Wayne Street - Front Yard Fence. <br />• Ms. DeRose distributed to'all members a copy of a letter she submitted to the <br />Common Council on the Lackman case and asked all members to read it and if <br />anyone had any comments to let her know so she could get it to the Common <br />Council by Wednesday of this week with the administrative record which is the <br />requirement on appeal. <br />Mr. Talley stated that Ms. Lackman had sent a letter to Roland Kelly, David <br />Varner, East Wayne Street Liaison Committee and Mr. Talley. Mr. Talley said <br />he has attempted twice to contact David Varner to find out the reason for his <br />receipt of one of the letters and he has yet to receive a phone call from Mr. <br />Varner. Mr..Oxian suggested that Ms. DeRose look at the letter. <br />Mr. Oxian spoke of the response from the editorial of the South Bend Tribune <br />which was included in the monthly package and urged all to read the response. <br />Mr. Oxian also mentioned that he had wrote a letter to the council stating <br />that he was not at the original Lackman meeting and did not want to be used as <br />a scapegoat. <br />Mr. Duvall provided each member with a Proposed Amendment to the Powers and <br />Duties section of the Ordinance which he felt was simply a matter of cleaning <br />up some out-of-date language in the Ordinance with no effect on Powers and <br />Duties, per se. <br />Mr. Oxian suggested that the same clean up should be done with the County <br />otherwise there would be two different Ordinances. Ms. DeRose concurred. <br />3. DHPA Grant Status <br />A. 1996-97 <br />B. 1997-98 <br />• Mr. Duvall Stated that he had received a draft of the Leeper Park nomination <br />to the National Register from Malcolm Cairns. And, the Westerly Group planned <br />to be in town again to complete, field work in the East Bank area in the <br />coming week. The Colonial Gardens, South Michigan Street, Wenger Farmhouse, <br />and Children's Dispensary nominations have been received and will be on the <br />June agenda. <br />
