5) 1997-0502-3, 1.6581 Chandler Boulevard Construction of new detached <br />• garage. <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that the owner, Mr. DeKever, was present. Mr. DeKever stated that the garage <br />would be a miniature version of the house. Mr. Oxian noted that the house <br />should be surveyed.for our records due to the fact that this house has more <br />than historical significance. Mrs. Hostetler made a motion for approval of <br />the application. Mrs. Petrass seconded the motion. The motion passed <br />unanimously. <br />6) 1997-0502-4, 1208 Lincolnway East - Removal of front exterior stairs (1st <br />issue) and construction of 2 story rear porch (2nd issue). <br />Mr. Duvall presented the Staff Report and distributed photographs. He noted <br />that Steve Hubner was present representing the Owner. <br />In the midst of the Staff Report the meeting was interrupted by County -City <br />Building security personnel and instructed to leave the premises due to the <br />possibility of a bomb being in the lobby. The group remaining at this time <br />caucused in the adjacent parking lot and determined to reconvene at the nearby <br />offices of the HPC's attorney. The group so assembled and resumed <br />consideration, the only absenting member being Mrs. Choitz. Mr. Duvall <br />completed reading of th Staff Report and the Mr. Oxian instructed the <br />commission to consider the separate items of this application as follows: <br />1st issue: Remove the front stairs and restore the front,of the house to the <br />original style by putting siding on the front where the stairs are now and <br />• installing a fixed sash landing window where the stairway door is now. <br />Mr. Talley moved for approval of the 1st issue. Mr. Borkowski seconded the <br />motion. The motion passed unanimously. <br />2nd issue: Remove the back porch and replace with a porch similar to that of <br />1216 Lincolnway East. This would provide a second egress which is required by <br />the fire Marshall and building code. Mr. Wiener made a motion to approve the <br />2nd issue. Mr. Talley seconded the motion. The motion passed unanimously. <br />B. Second Reading for Local Landmark Designation <br />1) Studebaker Proving Grounds Clubhouse - Bendix Woods County Park <br />32132 S.R. 2, Olive Township, New Carlisle, In. <br />Mr. Duvall presented the Staff Report and distributed a photograph. He noted <br />that Dolores Saylor and Marcy Kauffman, Friends of Bendix Woods and Michael <br />DePay, Studebaker Drivers Club, were present. Ms. Saylor spoke about the Park <br />Board being very adamant about closing the building. She stated that Mr. <br />Mercantini was present during a meeting held to close the park and that Mr. <br />Mercantini would not give assurance that the building would not be closed <br />Ms. Saylor said she and Friends of Bendix Woods needed all the help they uld <br />get to save the park. Mr. Oxian stated that if this was to ed, that <br />there would be a need for more people to appear before the Common uncil to <br />speak in favor of this for Landmarking. He noted that the fission it <br />could fight the Park Board, but, we would still need the backing of the <br />public. Mr. Duvall stated that the Common Council most likely would not <br />address this situation until possible July, 1998. Mr. Talley asked if the <br />issue was for Local Landmarking. Mr. Oxian confirmed that the issued was for <br />• Local Landmarking. Mr. Borkowski made a motion to declare the building for a <br />Landmark. Mr. Fine seconded the motion. The motion passed unanimously. <br />• Mr. Talley asked Ms. Saylor if the impression she got from the parks <br />department was to simply close the building. Ms. Saylor said that at the <br />meeting she attended, that Mr. Mercantini said he had someone who would buy <br />the building. Ms. Saylor stated that it was the park board who wished to <br />
