Mr. Talley stated that there are questions circulating as to <br />whether or not the owners of the property were running an antique dealership <br />out of the house. Mr. Fine interjected that one of the lanterns has been <br />removed. <br />2. Grant status <br />Mr. Duvall stated.that the Executive Committee chose Cornerstone Design to do <br />the National Register Nomination for Portage Manor and the Westerly Group to <br />do the preservation plan for Leeper Park. Mr. Duvall went on to note that a <br />letter had been received on the 17th of November from the Department of <br />Historic Preservation and Archaeology approving the contract with the Westerly <br />Group but denying the contract with Cornerstone based on the fact that they <br />had little history with completed nominations from them.' Mr. Duvall stated <br />that in a phone conversation with the man who administers the grant program in <br />which he was told that Corner. Stone Design had some incomplete projects from <br />last season and that the Department of Historic Preservation and Archaeology <br />would not approve any new projects for them until they were finished. They <br />recommend that the Commission fall back to Glory June Greiff who was the next <br />low bidder. Mr. Talley asked what the difference would be. Mr. Duvall stated <br />that Cornerstone was asking more then Glory June Greiff. <br />V. Old Business <br />Mr. Oxian stated that he went before the Council a week ago Monday to present <br />three proposals. The first was to extend the Certificate of Appropriateness <br />approval period from 45 to 60 days. He noted that there were no objections. <br />• The second was concerning the proposed St. Joseph Street Historic District, <br />there were discussions on it and too received a favorable review and should be <br />sent down to them. The third was Cushing Street proposed district. The <br />Council suggested that Mr. Oxian meet with David and Todd concerning' the <br />boundaries of the proposed district. Mr'. Oxian,went.on to state that the St. <br />Joseph Street district would be a good opportunity for the commission to write <br />a more innovative and comprehensive set of standards. <br />Mr. Duvall noted that there was old business concerning the East Bank Multiple <br />Property Listing nomination which' had been tabled for a month to give the <br />commission members more time 'to go over it. Mr. Talley moved to untable the <br />nomination. Mr. Fine seconded the motion. The motion passed unanimously. <br />Mr. Fine moved to send the' nomination on to the State Historic Review. Board <br />with a favorable recommendation. Mr. Talley seconded the motion. The motion <br />passed unanimously. <br />VI. New Business <br />Mr. Duvall noted that the St. Joseph River Basin Commission is meeting <br />November IB in Goshen at 9:00am. They will be considering the comment period <br />on the American Heritaro Rivers Initiative which would create a liaison office <br />to coordinate conservation efforts along the St. Joseph River. Mr. Oxian <br />stated that Mr. Duvall should attend the meeting in favor of the project. <br />There some discussion over the opposition to the project. <br />VII. Hearing of Visitors <br />• Ms. Fritschner stated that Dr. 4 owns the house at Bartlett Street and <br />that lie was afraid to put money into his home because of the neglected <br />structures located on either side of his house. On one .side of the Doctors <br />home is a doctors office that has been for sale for quite some time and on the <br />other side is a house owned by Memorial Hospital that is not being maintained. <br />
