CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />APPLICATION -- 1996-0906 <br />PROPERTY =— 519 Edgewater Drive <br />• South Bend, IN <br />OWNER -- Bill-,& Laurel Cochrane <br />DESIGNATION -- LHD—EP <br />RATING -- C/9 <br />STATEMENT OF SIGNIFICANCE/HISTORIC_CONTEXT <br />There is'very little historical research on file in the HPC office on this <br />property. Whitcomb & Keller apparently built this house in 1919. A quick <br />survey of available city directories found no occupants at the house until <br />1926.when a salesman named Lee F. Tannehill and his wife Lillian are found <br />listed at this address. The house is basically a two story frame dwelling in <br />the Foursquare style with an unusual hipped roof which features small pediment <br />shaped vents near the peak facing the front and rear and forming a short ridge <br />from front to back. A flat roofed one story porch and smaller entry <br />vestibule cross the front. There is a small flat roofed vestibule at the rear. <br />From assessor's data it appears that all these plan features are original. <br />However, details of original construction are generally obscured by aluminum <br />siding which covers most trim. Windows are six—over—one double hung type. <br />The garage at the rear first appears in the Assessor's records in 1949. It is <br />constructed of wood frame with "Dutch—lap" siding, open eaves and a pyramidal <br />hipped roof. The rear wall has previously been bumped out to accommodate <br />modern vehicles. <br />PROPOSED CHANGE <br />The Owners propose to build a new garage to replace the garage destroyed by a <br />• fallen tree on August 22 of this year. The owner plans to extend the <br />dimensions of the garage by two feet in each direction toward the rear yard <br />and the rear property -line. The new garage will also feature an additional <br />side passage door. <br />STANDARDS <br />The Standards for the Edgewater Place District state: <br />III A. & B. (1-4) New Construction (See Attached). <br />V.A. - Buildings in the district should not be demolished, However where a <br />building poses a threat to the public safety, and demolition is the only <br />alternative documentation by way of photographs, measured drawings, or other <br />descriptive methods should be made of both the interior and exterior of the <br />building. <br />RECOMMENDATION <br />The present garage has clearly been rendered unusable and in need of repair or <br />replacement. The assessor's data would indicate that this particular structure <br />is less than fifty years old. The proposed replacement structure is intended <br />to recreate the appearance and style of the original building (which <br />presumably reflects the house) while allowing a more useful plan. Staff <br />recommends approval. In the case of a secondary structure of this sort, <br />photo—documentation with a scale in the frame should suffice. <br />DBD <br />• 9/11/96 <br />
