CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-0902 <br />PROPERTY -- 1314 East Wayne Street North <br />South Bend, IN <br />OWNER -- Jeff & Sue Bernard <br />DESIGNATION -- East Wayne Street Local Historic District <br />RATING -- Contributing (C-10) <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This H. R. Stapp designed Colonial Revival style house was built in 1926. The <br />first occupants were William B. Schafer, owner of a lumber business and his <br />wife, Madge. <br />PROPOSED CHANGE <br />The owners propose to construct a low pitched (less than 3/12) hip roof over <br />the existing flat roofed area over the kitchen located on the south side of <br />the house. <br />STANDARDS <br />The Preservation Guidelines and Standards for the East Wayne Street Local <br />Historic District state: <br />• II.A.(1) Required - Original building materials shall be retained. <br />Deterioration of wood materials shall be prevented through repair, cleaning, & <br />painting. The existing or original architectural detail around windows, <br />porches, doors, and.eaves'shall be retained or replaced by replicas of the <br />same design and material when deteriorated beyond repair.... <br />II.A.(2) Recommended - Whenever possible, original building materials should <br />be restored.... Every effort should be made to' retain the original trim around <br />windows, doors,... and other architectural.Features. <br />RECOMMENDATION <br />The proposed.additional roof is very similar to one constructed earlier this <br />year over the sunroom. No drawing was submitted as the design concept is <br />identical. The addition of this roof will alter the rear yard elevation view <br />of the house to a small degree but does not violate the style of the <br />architecture while effecting improved performance of the roof. Staff <br />recommends approval of this application. As should be inferred from the <br />guidelines the proposed roof work shall not remove the existing roof structure <br />nor affect the wood trim features of the house. <br />DBD <br />9/11/96 <br />C7 <br />
