CERTIFICATE OF APPROPRIATENESS STAFF REPORT • APPLICATION -- 1996-0902 PROPERTY -- 1314 East Wayne Street North South Bend, IN OWNER -- Jeff & Sue Bernard DESIGNATION -- East Wayne Street Local Historic District RATING -- Contributing (C-10) STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT This H. R. Stapp designed Colonial Revival style house was built in 1926. The first occupants were William B. Schafer, owner of a lumber business and his wife, Madge. PROPOSED CHANGE The owners propose to construct a low pitched (less than 3/12) hip roof over the existing flat roofed area over the kitchen located on the south side of the house. STANDARDS The Preservation Guidelines and Standards for the East Wayne Street Local Historic District state: • II.A.(1) Required - Original building materials shall be retained. Deterioration of wood materials shall be prevented through repair, cleaning, & painting. The existing or original architectural detail around windows, porches, doors, and.eaves'shall be retained or replaced by replicas of the same design and material when deteriorated beyond repair.... II.A.(2) Recommended - Whenever possible, original building materials should be restored.... Every effort should be made to' retain the original trim around windows, doors,... and other architectural.Features. RECOMMENDATION The proposed.additional roof is very similar to one constructed earlier this year over the sunroom. No drawing was submitted as the design concept is identical. The addition of this roof will alter the rear yard elevation view of the house to a small degree but does not violate the style of the architecture while effecting improved performance of the roof. Staff recommends approval of this application. As should be inferred from the guidelines the proposed roof work shall not remove the existing roof structure nor affect the wood trim features of the house. DBD 9/11/96 C7
